  • If NPA-NXX is local, rate/route local
  • If not, route to IXC, rate accordingly
  • Terminate to Switch 5, E (local) or F (toll)
  • ASSUMPTIONS
  • Inbound calling scope mirrors ILEC structure
  • Call processing is standardized among LECs
  • Routing determined at the originating switch
