- Purpose
- to provide home-ownership opportunities to rural
families with very low and low incomes - loans may be used to buy, build, improve, or
repair rural homes

- Families must be without adequate housing, but be
able to afford the mortgage payments, including
taxes and insurance. Payments are typically
within 22 to 26 percent of an applicant's income.

- Packagers in certain States and Counties assist
very low- and low-income applicants by
prescreening, making preliminary eligibility
determinations, ensuring the application is
complete, and helping the applicant understand
the program.

- Packagers receive training from the Agency and
receive a certificate to participate in the
program. - The certificate qualifies the grantee to package
applications for one year.
