Current Situation
  • Elementary enrollments continue to decline except
    at Stevenson Elementary.
  • Stevenson enrollment continues to increase.
  • We are now at capacity at Stevenson.

Options To Address this Situation
  • Do nothing.
  • Add mobile classrooms at Stevenson.
  • Construct additional classrooms and other
    facilities at Stevenson.
  • Redistrict attendance boundaries.
  • Relocate one or more programs currently housed at
    Stevenson.

Consequences for Each Option
  • Do nothing
  • This will result in more students in each
    classroom.
  • Add Mobile Units
  • We do not believe that mobile units are
    appropriate for elementary students.
  • Add permanent classrooms and facilities.
  • This is not preferred for three reasons
  • The cost of new construction.
  • 565 students is reaching the limit of what should
    be in one school.
  • We have classrooms available in other schools.

Moving DD to Oakland
  • Will need a full time nurse at Oakland.
  • Will need to reconfigure classrooms at Oakland.
  • Will need to reconfigure classroom washrooms at
    Oakland.
  • Will need to reconfigure classrooms at Stevenson.

RecommendationTransition the Bilingual Program
  • Move all Kindergarten and first grade bilingual
    students to Sheridan (estimated 38 students).
  • Transition one grade level to Sheridan each year
    thereafter until the K-5 bilingual program is at
    Sheridan.
  • This will provide Stevenson with two additional
    classrooms for the 2005-06 school year.
  • We will not need to do any reconfiguration of
    classrooms at Stevenson or Sheridan.
  • 28 of the 71 bilingual students live in the
    Sheridan attendance area.

RecommendationExpand the ESL Program
  • Oakland and Washington Kindergarten and first
    grade ESL students will attend Oakland
    (approximately 15 students).
  • Transition one grade of students every year
    thereafter until Oakland serves all Washington
    and Oakland ESL students.
  • ESL students (grades 2-5) new to Oakland or
    Washington starting in August 2005 will be served
    at Oakland.
  • Continue to serve all Bent, Irving, Sheridan, and
    Stevenson ESL students at Stevenson.

Long Term Effects
  • In four years
  • All bilingual students will be at Sheridan
    (approximately 80 bilingual students).
  • All Oakland and Washington ESL students will be
    at Oakland (approximately 20 students).
  • All Bent, Irving, Sheridan and Stevenson ESL
    students will be served at Stevenson.
  • The result will be approximately 75 to 100 fewer
    students at Stevenson.

  • ESC staff met with all elementary administrators,
    Becky Francois, Colin Manahan on 1/13/2005 to
    present this information.
  • Dr. Nielsen met with Stevenson staff on 1/18/05.
  • Dr. Nielsen met with Sheridan staff on 2/9/05.
  • Dr. Nielsen will present this information to the
    Board of Education on 2/9/05.
  • Dr. Nielsen will present this information to the
    Stevenson staff on 2/10/05.
  • Dr. Nielsen will present this information to the
    Oakland staff on 2/11/05.

Next Steps
  • Meet with bilingual and ESL staff.
  • Meet with parents of affected students.
  • Get Board approval in February or March 2005.
