Flanders District of Creativity (Flanders DC)
is an initiative of the Flemish government to
improve the competitiveness of the Flemish
economy by stimulating entrepreneurial creativity

3The central concept we focus on
Entrepreneurial Creativity
Finding new ideas or new combinations of ideas
that will make/save money for a company that
will guarantee more jobs for a region that will
make a society richer in any way. And then,
turning them into reality.
Why not innovation As a term it is too much
perceived as solely focused on technology.
Innovation is for high tech companies. We need
to innovate in technology but also in business
models, marketing, processes, HR, Therefore we
needed a term that goes broader than technology.
Why not creativity As a term it is linked by
many to artistic expression. Artistic creativity
is important. It brings richness to our lives and
it will become more more an important asset in
the creative economy. But artistic creativity is
too limited as a focus. Everyone can/ should be
creative in everyday life and business. Everyone
will need to come up with ideas and act upon
them. Workers, students, authorities, should all
show creative entrepreneurial spirit.

- Joint participation in European Programs
- Fellowship
- Provide students, young potentials in product
development and industrial design with
international top experience in creativity and
innovation. - DC region sets up apprenticeship positions in top
innovative companies research institutes.
Students, managers in the DC network can apply
for a position in any of the DC regions. DC
regions can select sectors they are most
interested in. - Reverse Mission
- Each DC region sets up a full week programme on
how the region stimulates, facilitates creativity
and innovation. Delegations of public servants
and policy makers of other regions can visit. - Other forms of collaboration
- Bimonthly meetings by Representatives in
Brussels. - Bi-/multilateral meetings when necessary.
- Every year official meeting on top level at
Creativity World Forum (every two years CWF is
held in Flanders). - Flanders DC acts as informal coordinator.
7Project description
What Set up an operational DC network. In each
region one person/organisation will be assigned
to operate as the contact person in that region.
This SPOC will be responsible for the
communication, co-ordination and execution of the
project in his region and will be direct contact
with the SPOCs of the other regions. Purpose Ex
change and dissemination of experiences in the
field of creativity innovation transfer of
practices / development of new approaches

- Exchange of experience Dissemination
- Study visits of the SPOCs each 6 months the
SPOCs will come together - Organise Reverse Missions (study visits) A
reverse mission wants to give the opportunity to
public servants and policymakers to follow a
programme of max. 1 week in one of the other DC
regions. This programme will give the
participants an insight in the way innovation and
creativity is fostered in the region he/she
visits. - e.g. 2009 Reverse Mission in Catalunya
- 2010 Reverse Mission in Lombardy,

- Draft a monthly newsletter with events and news
in the field of creativity innovation - Develop a website with best practices, links and
news - Conferences roadshow of an inspiring speaker
- e.g. week x Flanders organises a conference
with Tom Peters as keynote - week x 1 Baden-Württemberg organises the
same conference - week x 2 Catalunya organises the same
conference -

- Transfer of best practices
- GPS for enterprises GPS for enterprises is a
simple but effective - brainstorming method to generate ideas. Check in
group, how your organization can capitalize on
future trends and developments. - Fellows Each region makes a selection of around
50 role models. - Entrepreneurs, managers who have proved to be
creative and innovative. - And who have a story to tell. They go to schools
to talk about their creative - ideas and how they turned their idea into
reality. - Creativity Class Every year we give 30 young
high potentials the opportunity - to take part in The Creativity Class, where they
learn how to develop an idea - into a business case.
- TriO We invite companies to brainstorm about
their product or organization - together with students. As a company you stand
to benefit twice. The - students contribute a fresh approach to your
issue and one of your - employees will be trained free of charge on the
GPS method
