The DRU is a grant to develop UCOs Disaster
Mitigation Plan

Disaster Resistant University Grant Program
Natural and manmade disasters cause damage to
buildings and infrastructure and interruption to
the institutional mission, resulting in
significant losses that can be measured by
faculty and student departures, decreases in
research funding, and increases in insurance
premiums. These losses can be substantially
reduced or perhaps eliminated through
comprehensive predisaster planning and mitigation
actions.
This Grant to UCO is for the purpose of assisting
UCO in the development of a mitigation plan.

Relationship DRU and Community
Disaster Resistant University Grant Program (DRU)
The DRU develops a plan for UCO to use in
conjunction with the City of Edmond and other
agencies that would identify mitigation efforts
which would reduce the impact of a hazardous
event or incident to UCO.
Used for planning a response to all identified
hazards.
Hazard
Resources, knowledge, and abilities from City,
State Federal departments are utilized in the
mitigation planning efforts.
The DRU is a model planthat any university or
community can adopt and use.

What is Mitigation Planning?
Mitigation Planning is a systematic, four-phased
process for identifying and implementing actions
to reduce or eliminate loss of life, property,
and function due to natural and manmade hazards.

UCO Disaster Resistant University Grant Program
Background
Stafford Act / Disaster Mitigation Act of
2000 Section 322 emphasizes the need for state,
local, and tribal entities to closely coordinate
mitigation planning and implementation efforts,
and creates incentives for increased coordination
and integration of mitigation activities at the
state level. The DRU is a product of this act,
and UCO is a sub-grantee through the State of
Oklahoma Office of Emergency Management.

Programs Authorized under The Stafford Act
Pre-Disaster Mitigation Program The PDM
provides funding to states and communities for
hazard mitigation activities under an approved
mitigation plan which can reduce injuries, loss
of life and damage and destruction of property
before disaster strikes. Includes the DRU
Program

Programs Authorized under The Stafford Act
Hazard Mitigation Grant Program The HMGP
provides grants to state and local governments
to implement long-term hazard mitigation actions
after a major disaster declaration.

Individual and Family Grant Program This
program authorizes grants after a disaster to
cover serious unmet, disaster-related real
property losses.

Public Assistance Program (PA) The PA
provides funding after a disaster for the
repair, restoration, or replacement of damaged
facilities belonging to governments and private
nonprofit entities, and for other associated
expenses such as protective actions, debris
removal, and repairs.

What is a mitigation action or effort?
Example The identified hazard is Tornados.
A pre-disaster effort to reduce vulnerability
to tornados by improving the sheltering ability
or capacity of a facility would be a mitigation
action for the hazard of tornados.

• A thorough analysis of the hazards that affect
  your institution, a profile of potential events,
  an inventory of the institutions assets, and an
  estimate of potential losses are necessary before
  a mitigation plan can be written and your needs
  prioritized.

• Identify actions to accomplish goals
• Set forth a strategy to implement mitigation
  measures
• Provide continuity to the planning process
• Establish a process for regular updates and
  review

  reducing or avoiding vulnerabilities to the
  identified hazards

Conclusion
The Hazard Mitigation Plan will document the ways
in which UCO will reduce its vulnerability to
natural and manmade disasters. This plan will
detail the purpose of the planning effort, the
process to be followed, and the actions that
need to be taken.
