• a systematic, participatory, future intelligence
  gathering and medium-to-long term vision building
  process aimed at present-day decisions and
  mobilising joint actions (FOREN 20019)
• Regional Innovation System
• the set of economic, political and institutional
  relationships occurring in a given geographical
  area which generates a collective learning
  process leading to the rapid diffusion of
  knowledge and best practice (Nauwelaers and Reid
  1995)

Regional absorptive capacity

• an actors ability to value, assimilate and
  apply new external knowledge..
• 1. acquisition (hankinta),
• 2. assimilation (sulauttaminen),
• 3. transformation (muuntaminen),
• 4. exploitation (hyödyntäminen) (Cohen
  Levinthal 1990)
• 12 potential acap, 34 realized acap
• potential absorptive capacity enables the
  exploration of knowledge (often) over the weak
  ties of the innovation network,
• realized absorptive capacity secures the
  exploitation (often) in the strong ties of the
  networks.

Regional brokering

• When transfering information and knowledge in
  networks, there are many distances slowing the
  process
• Geographic, cognitive, communicative,
  organisational, functional, cultural, social,
  temporal
• Temporal has specific relevance in regional
  foresight
• How regional actors perceive and orient towards
  future
• Proactive revisor, passive adapter, driftwood
  of quartal economy, long-term generational actor
  
• Brokering activities aim at reaching a suitable
  overlap to stimulate the information exchange
  between actors in the innovation network
• If overlap is too high, the transferred
  information does not have value as a novelty
• If overlap is non-existent or too thin,
  information is not transferred and and theres a
  structural hole in the network (Burt)
• The required overlap between two actors depend on
  the absorptive capacity of the respondent
• Brokering activities should aim to optimize the
  right amount of overlap between the actors in
  the regional networks to ensure the transfer of
  information and knowledge
• Brokering is thus a function that is executed by
  intermediary organizations in the level of
  regional innovation system

Conclusions

• The role of intermediary organizations is to
  enhance absorptive capacity of regional
  innovation system
• Intermediary organizations should, in the best
  case, interpret and translate generic knowledge
  into specific regional context
• (Technology) foresight produces information that
  can be utilized as regionally enriching
  knowledge when translated and contextualized by
  intermediary organizations and their knowledge
  brokering functions
• Thus, in many cases the the black hole of
  strategy making is caused by too limited role of
  intermediary organizations in the regional
  innovation system
