Title: Commercial Vehicle Implementation Workshop
1Green Transport Projects in Camden
Commercial Vehicle Implementation
Workshop 17th July 2009 Gloria Esposito Senior
Sustainability Officer (Air Quality) London
Borough of Camden
2Why is Camden Reducing Their Transport Emissions
Road transport in Camden 58 PM10, 36 NOx,13
CO2
- Improving air quality - Air Quality Action Plan
- Tackling climate change - Climate Change Action
Plan - Delivering a sustainable transport system -
- Green Transport Strategy
- National Sustainability Indicators NI 194/185
- Reducing emissions from our operations
serives - Environmental Management - ISO 14001
- Compliance with the London Emission Zone
- Leading by example and demonstrate best practise
3Measures to Reduce Transport Emissions
- Reducing emissions from our own fleet by adopting
green fleet management practises - Reducing staff travel produced Corporate Travel
Plan - Reducing emissions from our contractor vehicles
Green Vehicle Policy - Encouraging the uptake of clean vehicles in
Camden in particular electric and hybrid vehicles - Encouraging use of car clubs
- Providing information and guidance regarding
clean vehicles, green fleet management,
eco-driving undertaking research
4Vehicle Fuels and Technology Research
- Life cycle emissions comparison of different
vehicle fuels technology. - Covered life cycle emissions associated with
vehicle cycle, fuel cycle vehicle use. - Emissions - air quality (NOx, PM10, CO) climate
change (CO2, N20, CH4). - Guided fleet procurement, air quality and
sustainable transport policies towards lowest
emissions and least polluting clean vehicle
LPG, CNG, fuel cell, electric, hybrid, ULSP, ULSD
Bio-diesel from vegetable oil, cooking oil,
bio-ethanol from cereal crop, bio-methane from
landfill and sewage
5Life Cycle Emissions Comparison of Vehicle
Technology and Fuels
MOST POLLUTING
- Key Results From Two Studies
- Electric vehicles largest emissions reductions
when using renewable electricity - Vehicle size influences emissions
- Bio-methane cleanest burning fuel and lowest life
cycle environmental impact - Bio-diesel produced from waste oil second best
performing biofuel - Bio-diesel reduces PM emissions but slightly
increases in NOx - Bio-ethanol from cereals - increase in aldehyde
emissions, life cycle CO2 can be high depending
on cultivation production method
Bio-methane
GREENEST
6Green Fleet Management
- Use of clean vehicle fuels and technology
trialling new technology/fuels - Diesel fuel additive (Chemecol) reduces fuel
consumption by 3/yr (10T CO2) - Developing eco driver training using Lysander eco
monitor - reduces fuel usage (10) - Working towards Bronze accreditation with Freight
Operator Recognition Scheme - Installed solar panels at our transport depot to
recharge our electric vehicle using renewable
electricity - Heavy goods drivers receive SAFED training
- Produced a Green Vehicle Policy linked to
strategic procurement - Participating the Low Carbon Vehicle Procurement
Programme in partnership with City of London,
Islington and Hackney - Monitor fuel usage, mileage and NOx, PM10 and CO2
emissions will be setting reduction targets
7Green Vehicles and Fuels
Current Clean Vehicle Fleet 150 Bi-Fuel LPG vans
(Ford) 7 Electric (cars, scooter, van) (Peugot,
Modec) 7 Hybrid cars (Toyota) 1 Bi-fuel
biomethane van (Iveco) ULSDiesel - 95 Euro 4, 5
Euro 5
Future Clean Vehicles Bi-fuel compressed
biomethane gas (Iveco, Mercedes, Dennis
Eagle) Hybrid Assist (Ashwoods/Connaughts) Electri
c (Smiths Electric, Modec) Hydrogen fuel cell
bicycles (Horizon)
8Bio-methane Vehicle Trial
- Joint project with Camden, Veolia Environmental
Serves, Iveco and Gasrec to trial a biomethane
vehicle (CBG). - Bio-methane produced from the decomposition of
organic waste at a landfill site in Albury
operated by Gasrec. - Trial compared two Iveco Daily CNG vehicles
fuelled with CBG and natural gas for six month. - Objective - To compare performance, emission,
reliability and usability of a biomethane
vehicle. - A biomethane re-fuelling facility has been
installed at Camden transport depot. - Â
9Bio-methane Vehicle Trial Results
- Compressed Biomethane Gas can be used as a direct
substitute for LNG/CNG with low CO2 and air
quality emissions. - Life cycle CO2 emissions reduced by 66 compared
to a diesel van - NOx reduced by 60 and PM10 by 90 compared to
diesel van - Iveco air quality emissions for CBG vehicle
below Euro 6 - Showed a 56 reduction in fuel consumption
compared to a diesel - No maintenance or performance issues
- Oil analysis on CBG showed no evidence of
accelerated engine wear - Wider Benefits of bio-methane
- Cheaper and cleaner than diesel, CNG or LNG
- Very dry compared to CNG, improved performance
- Reduces volume of organic waste sent to landfill
reduces methane emissions - Reduces societys dependence on fossil fuels
- Storable and transportable
10Green Vehicle Fleet Policy
Green Vehicle Policy
- Designed to influence our own fleet procurement
and operation to ensure Camden uses the lowest
polluting vehicles and operates these
efficiently. - Designed to influence our contractors choice of
vehicles to ensure they operate the least
pollution vehicles in Camden to be integrated
into strategic procurement process - Policy covers five areas
- A hierarchy of vehicle fuel and technology
compliance dates - European emission standards compliance dates
(Euro 4/5/6) - Vehicle size criteria smallest vehicles for
service - Vehicle efficiency standards - A 10 reduction
in fuel consumption shall be achieved by
encouraging vehicle operators to adopt fuel
efficiency driving practises - Monitoring and recording vehicle type, fuel
consumption, CO2,PM10, NOx emission and vehicle
reg (N1 185/194)
11Clean Vehicle Criteria
