General framework
  • Integration of Romania in the European structures
    is the primary strategic objective, which assumes
    the pass of a coherent set of laws in accordance
    with the European legislation (harmonization
    between national and European legislation).
  • This decision is stated through signature of the
    Association Agreement of Romania to the
    European Union.
  • For this purpose different funding programs
    (funding tools) are helping the implementation of
    European Union environmental legislation in the
    candidate countries.
  • One of these programs is LIFE with its two
    components LIFE - Nature and LIFE - Environment.
  • LIFE-Nature", is a program derived from Birds
    (79/409/CEE) and Habitats, flora and fauna
    (92/43/CEE) EU Directives

Birds Directive (79/409/CEE) Subject all bird
species which could be found in wilderness on the
European territory of the Member States. Aim
long term protection and management of natural
resources as an integrated part of the European
Heritage. Objectives protection, administration
and regulation of the statute of these species
and of their exploitation. Measures
Preservation, maintenance and reestablishment of
biotopes and habitats through a) Protection
areas creation b) maintenance of habitats in
accordance with ecological requirements of these
species c) Reestablishment of destroyed
biotopes d) Creation of biotopes.

"Habitats, flora and fauna" Directive
(92/43/CEE) Subject natural habitats and species
from wild flora and fauna Aim biodiversity
maintenance through habitat, flora and fauna
conservation on the European territory of the
Member States. Objectives maintenance, and if
its possible reestablishment of wild species
habitats in a favourable state, on wild species
areal through the NATURA 2000 network set
up. Measures Member States are establishing the
required conservation measures, if necessary
through adequated management plans, specific to
each area or management plans integrated in the
territorial arrangements plans. Other measures
are including improvement of the legislative
frame in accordance with the ecological
requirements of habitats and species from Annex I
and II from Directive.

The Scientific Council The role of the Scientific
Council (SC) is to argue on a scientific base the
management plan and to identify the
implementation variants through advancing to the
Administrative Council (AC) the optimal
management variants.
Criteria - High scientific qualification -
Current activity in an research center - Science
facilities provided by the teams, institutions,
department from they are belonging - Research
activity in the Small Island of Brila or in the
Lower Danube System
Scientifc Council Atributions (extras) 1.
scientific argumentation of the management plan
(i.e. assess of the ecological state of the Small
Island of Braila components, the type and the
level of exploitable resources approval of the
specific conservation plans, establish the
perimeters with special conservation regime for
the buffer and economic zones etc). 2. forwarding
the optimal form of the management plan to the
Administrative Council.

Administrative Council The role of the AC is to
differentiate and dimension the ways and the
modalities for management plan application
through integration of the interest matrix
The criteria for being a member of the AC are
tight correlated with the specific interests in
the Small Island of Braila, even these interests
are stipulated or not in the legislative frame.
This criteria is guaranteeing the integration in
the AC of the main actors in the Small Island of
Braila (I.e. local population)..

History of reservation
  • 1979- the Small Island of Braila becomes
    zoological reservation, with an area of 5970 ha
  • 1994, march 17 - through 350 A Decision of
    permanent Delegation the statute of Small Island
    of Braila is changing
  • 1994, september 29 - through 20/29.11.1994 Braila
    County Council Decision and through law 137/1995
    referring to nature conservation, the Small
    Island of Braila becomes mixed zoological and
    botanical reservatio
