  • Enables students to progress quicker than the
    pre-defined clock hours.
  • Provides for scheduling of other required
    academic courses

Accountability
  • A Competency Based Scheduling Model promotes the
    open enrollment concept, but does not eliminate
    the accountability placed on administration and
    faculty.
  • Programs must be divided into Courses. LTC
    courses are a direct result of industry demands
    and/or industry based certifications.
  • Rather than broad-based objectives, a Competency
    Based Model uses competencies on the required
    course syllabus to describe employability skill
    and/or knowledge sets that industry demands of
    its workers to get and keep a job.
  • A Student Competency Record (SCR) is the required
    educational tool that is used to track and
    document student achievement

Schedule of Classes
  • Only two sections must be created for each class
    this allows for open enrollment.
  • Section one Students who enroll at the
    beginning of a semester, before the 14th or 7th
    day census.
  • Section two Students who enroll after the 14th
    or 7th day census.
  • All classes have same start and end time.
  • 8 am. 250 pm

Rules for Enrolling FT and PT Students
  • Full-Time 12 cr. hrs or more. 8 am-250 pm
    schedule.
  • Student is qualified to receive instruction for
    the entire semester and add courses (if time
    allows) without additional charges.
  • Part-Time Less than 12 cr. hrs. 8 am to 250
    pm schedule. However, an End Date of Eligible
    Instruction must be identified on each Part-Time
    students trail schedule. These students cannot
    receive instruction beyond this end date. If time
    allows in a semester, students can add classes
    through rescheduling and must pay for additional
    or repeated courses.

Ease of Student Progress
  • Students can progress beyond pre-defined course
    boundaries (clock hours).
  • A competency based course is complete when a
    student has mastered all identified
    knowledge/skills and taken the appropriate
    test(s), regardless of the number of hours
    remaining in the assigned course.
  • After successful completion of one course, a
    student moves on to the next course in his/her
    schedule.
  • If semester hours are available after the
    completion of all scheduled courses, the student
    may officially add courses to his/her schedule,
    only if the total course clock hours are still
    available in the semester to insure adequate
    instruction.

Grading
  • Full Time At the end of the semester, a
    Full-Time student receives an F for all scheduled
    courses for which all competencies have not been
    mastered. The next semester, the student would
    need to re-schedule (and pay for) all failed
    courses.
  • Part Time Student receives an F for courses not
    completed by the End Date of Eligible
    Instruction.

Scheduling Other Courses
  • General Education courses (JOBS, CPTR, MATH,
    ENGL, etc.) and Development Education courses are
    not scheduled on the competency-based scheduling
    model. However, scheduling these courses along
    with occupational program courses that are
    competency-based scheduled is allowable and
    workable.

The SCR
  • Student Competency Record (SCR)
  • The SCR is an internal document used to chart a
    students progress through course competencies.
    It does not replace an official transcript of
    courses completed by students.
  • The SCR is also an invaluable tool toward real
    articulation and accurate record keeping of
    student progression and success in competencies
    and courses.
  • The SCR is required if the program is using
    competency-based scheduling.

  • All courses needs to be identified as part of the
    SCR
  • Course details to be captured include

  • Competency List with Grade Column
  • Final Course Average

PROGRAM CORE CONTENTS
Each record should contain specific information
relating to course identity, instructor,
semester, competency and student progress grades.
In the interest of space, you may want to
display courses in columns but you may display
yours as is most convenient for recording.
COMMENTS Several comment boxes could be placed
in the record for you to make instructional notes.

REQUIRED ELECTIVES
A Required Elective indicates a selection of
courses required for completion or graduation.

APPROVED ELECTIVES
An Approved Elective designation indicates a
course is NOT required for exit but is still
available as a course within the program.
Approved electives may NOT be substituted for
any other course unless specifically indicated by
the curriculum.

Updating the SCR
  • It is NOT necessary to have large quantities of
    these documents printed especially with the
    technology currently available to us.
  • You are encouraged to add student data
    electronically and simply print when necessary.
  • It is important to update course content on the
    SCR to match the curriculum the student is
    following (i.e. Fall 06 Curriculum). The
    competencies defined in a syllabus may change
    from time to time with industry demands or in the
    interest of best practices or policy.

Additional Data in SCR
  • Provides a record of all TCA and CTS Exit Levels
    and the listing of courses required to earn exit
    acknowledgments and certificates.
  • Provides a record of any required Curriculum
    Materials or Modules as per industry standards
    (NCCER)

TCA and CTS Exit Points
For convenience, you may include a TCA and CTS
matrix for your program. This matrix assists
instructors in advising and assuring that the
requirements for exit levels are completed.

NCCER RECORD CORELATIONIt is the responsibility
of the instructor to assure each Module Written
and Performance tasks are complete before
submitting completions to NCCERDO NOT give NCCER
credit unless both written and performance tests
have been completed and documented
In the case of required instructional materials,
you may include an appropriate cross
matrix. There may also be additional record
keeping documents available which should be
completed for compliance with any specified
standards of quality.

Summary
  • Competency Based Models must have valid and
    organized methods of recording and maintaining
    student achievement. The SCR is the vehicle used
    to meet that requirement.
  • Add on Courses can be scheduled for students only
    if the minimum course clock hours are available
    in a semester.
