Americas Workforce is Facing a Current and
Growing Crisis
  • 90 of the fastest growing jobs will require some
    form of postsecondary education.
  • Business is spending billions each year to train
    new employees and remediate the educational skill
    gaps of those already in the workforce.
  • The American workforce is aging 77 million baby
    boomers are set to retire over the next several
    decades.
  • The current lack of U.S. trained scientists and
    engineers is a direct threat to the leadership of
    U.S. innovation

  • Background The 2007 General Assembly passed HB
    2039, a bill that establishes a technical diploma
    and an advanced technical diploma.

Technical Diploma Advanced Technical Diploma
  • February 2007 State Board of Education approved
    amending its accreditation standards relating to
    the requirements for graduation to address
    technical diplomas.
  • (Process for amending regulations takes 18
    months)
  • July 2007 State Board received comments from
    organizations regarding the requirements of the
    technical diplomas.
  • Late Fall 2007 The Board will put forth a set
    of draft requirements for both technical diplomas
    for the public to provide comments

  • Students need to have the skills to become
    trainable employees through the ability to
    read, write, compute and communicate, a
    combination of soft skills and hard skills
  • Students should earn a good assessment-based
    credential that provides a uniform measure of key
    workplace skills
  • The technical diploma needs to be actively
    promoted as an attractive option to students,
    parents and potential employers
  • Partnerships should continue to be fostered
    between the Board, local school divisions,
    institutions of higher education, and business
    and industry to ensure access to career pathways
    that will be addressed in the technical diploma

  • Tidewater Community College, in cooperation with
    area industry business leaders, is answering this
    workforce problem by way of the Maritime
    Transportation Center.  The center trains
    students for future maritime careers as skilled
    employees.

Repair Workers, Managers, and Leaders of the
Future
  • The Maritime Welding Program allows a new
    employee or high school student to learn welding
    processes, from the ground up.  Introductory
    courses include instruction in basic mathematics
    needed for welding, fire watch requirements, and
    certification.

  • Virginia experienced a net in-migration of more
    than 243,000 people from 2000 to 2005.
  • More than 502,000 students are enrolled in over

    reside in Virginia, one of the highest
    concentrations in the nation.
