What we do know?
  • We do know that we have major challenges in the
    management of our payroll
  • Which has resulted in periodic headcount
  • Which has resulted in high expenditure to
    continuously exorcise ghosts
  • We do know that for some reasons authority is
    not comfortable delegating responsibility in
    return for accountability

  • We do not want to know what we do not want to
    happen!
  • We do not want to know the managerial
    capabilities of some decentralized managers

    how to walk, but the falls should be monitored
    and minimized not to be fatal

  • Transfer payroll management to the Ministry of
    Health
  • Payroll system linked to central system
  • Payroll managed by MoH
  • Promotion/recruitment/update etc
  • Payment of salary into accounts

  • Retain overall management at central level-CAGD
    and decentralize payment through treasuries
  • Decentralize recruitment/promotions/etc

  • Retain electronic management at central
    level-CAGD and decentralize payment through
    treasuries to BMC on a pilot basis
  • Central level will continue the role of managing
    electronic payroll
  • Decentralize payment to treasury levels by
    transferring monthly salaries to treasuries
  • Treasuries make payment (transfer to bank
    accounts) based on monthly inputs from
    institution

  • Select motivated regions/districts/institutions
    for pilot
  • Establish minimum infrastructure,
    Training/capacity building and provision of
    infrastructure
  • Headcount before pilot (baseline)
  • All management team sign MoU to pilot
  • Incentives system should be in place
  • incentives for good management e.g. spend any
    savings
  • Incentives for poor performance e.g. loss of
    salary for Management team

    hospitals
  • Ministry is in the process of strengthening the
    infrastructure and equipment base
