- To involve maximum of people .. And give means
for doing that (ex Wolof language) - Do not forget that the objective is the
implementation not the Plan itself (L Term) - To get very early the political will (takes time)
- To imply Donors during the planning phase
- To be able to reply to the expectation from
population, which WE have created - Awareness that it is Long term process
