What is a Schoolwide Program?
  • The model is designed to generate high levels of
    academic achievement in core academic areas for
    all students, especially for those not
    demonstrating proficiency.
  • 40 poverty threshold qualifies schools for
    Schoolwide status.
  • All students become Title I students.
  • One-year planning required prior to
    implementation, unless its determined less time
    is needed.
  • Annual evaluation of program/plan effectiveness
    is required.

Program Requirements
  • Plans for assisting preschool children in the
    transition from preschool programs to local
    elementary programs
  • Inclusion of teachers in decisions about the use
    of academic assessment information for the
    purpose of improving student achievement
  • Effective, timely and additional assistance for
    students who have difficulty mastering the
    standards at proficient and advanced levels
  • Coordination and integration and documentation of
    Federal, State and local services and programs

Program Requirements
  • A Schoolwide program that consolidates program
    funds is not required to maintain separate fiscal
    accounting records for each program, but must
    list local, state and federal programs that are
    included for fiscal accountability in this model.
  • A Schoolwide program plan shall address the
    intent and purpose of each of the federal
    programs consolidated to support it.
  • The amount of federal funds used in a Schoolwide
    program must be supplemental to the amount of
    state and local funds the school receives if not
    a Schoolwide model.

Program Requirements
  • Schoolwide programs are not relieved of
    requirements relating to health, safety, civil
    rights student and family participation and
    involvement services to private school children
    maintenance of effort comparability of services
    and distribution/receipt of funds to SEAs or LEAs.

  • Flexibility serving all students, combining
    resources and programs, and redesigning the
    delivery of services.
  • Coordination and Integration reduces
    fragmentation in curriculum, instruction and
    assessment.
  • Accountability clear and coordinated goals
    where all students are responsible for achieving
    the same high standards.
  • Unified Goals the Schoolwide planning process
    brings families, the community and school staff
    together to consider methods to improve the
    school implementing goals that are geared to
    improved student achievement.

Elements of Planning
  • Planning is a systematic process for developing a
    new or refined vision, setting priorities, and
    defining a more effective school organization and
    governing structure.
  • Planning is a mechanism for building a
    constituency to support school change and should
    involve school staff, parents, and the community.

  • Step 1. Establishing a Planning Team
  • The planning group must be representative of
    persons committed to the concept of whole school
    reform, and be familiar with the role of the
    Schoolwide option in achieving it.
  • This core planning team is responsible for
    creating a program that meets local, state and
    federal requirements and community expectations.

  • Step 1. Establishing a Planning Team, continued
  • The planning team could also include a
    facilitator, data and assessment specialists,
    technology and curriculum specialists, technical
    assistance providers, district staff
    representatives, parents and other members of the
    community.
  • Goal - Tackle hard issues and outline the
    year-long planning process. Reach an agreement
    on a draft plan of action and set timelines.

    Assessment (Assess Readiness to
    Benefit)
  • Clarify the vision for Schoolwide reform
  • Create a school profile (portfolio) to include

  • Investigate assessment tools that match the
    curriculum
  • Research the development of a student portfolio

    rubrics and standards
  • Examine consistency of letter grade reporting
    across grades and teachers

  • Insist on seeing solid, scientifically-based

    with similar populations where programs have been
    successfully implemented

    parts together in a coherent program plan.

  • The Schoolwide program plan should reflect
    relevant initiatives from all other plans that
    address individual programs within the school,
    but the single Schoolwide plan should bring focus
    and coherence to all previously separate aspects
    of the school.

    drive continuous improvement and document student
    progress.

    feedback
  • Strive for collaboration and commitment
  • Implement the plan

  • Step 6. Evaluation and Reevaluation (Monitor
    Implementation and Evaluate Impact)
  • Because continuous evaluation and reevaluation is
    so critical to the ongoing success of a
    Schoolwide, it is an important element to build
    an annual review into a Schoolwide plan.
  • To show evidence that individual students have
    been successful as a result of the program
    change.
  • To show evidence the schools instructional,
    professional development and family involvement
    program is helping to attain the instructional
    goals developed.

Bottom Line..
  • Develop a plan
  • that is subject to continuous review and revision
    and is continually being monitored
  • using the components as a framework
  • to create an environment where students most at
    risk of not meeting the States standards can be
    successful.
