Introduction to Website Based Viewing
  • The following slides comprise a PowerPoint
    presentation given at the March 16, 2005 Scoping
    Meeting for the Capitol West Side Projects. The
    Scoping Meeting was conducted in compliance with
    the requirements of the California Environmental
    Quality Act (CEQA). The slides were viewed by
    meeting attendees in conjunction with a speaker
    who provided additional information related to
    each topic area. Information included in these
    slides was accurate at the time of the
    presentation. As the planning and analysis of
    the Capitol West Side Projects continues, various
    conditions may change over time. As these slides
    are viewed, it should be noted that altered
    conditions since March 16, 2005 may influence the
    accuracy of the information presented.

  • Central Plant Renovation
  • Authorized by Chapter 157, Statutes of 2003
  • Renovate and modernize the existing Central Plant
    to ensure reliable service
  • Increase capacity to accommodate the states
    increasing heating and cooling demands
  • Achieve full compliance with regulatory permits

GOALS OF THE CENTRAL PLANT RENOVATION PROJECT
  • State
  • Renovate and modernize the Central Plant to
    continue to provide safe and reliable heating and
    cooling to the states downtown office district
  • Ensure that the Central Plant complies with
    regulatory permit requirements
  • Expand the capacity of the Central Plant to
    accommodate the increasing heating and cooling
    demands from the states existing downtown office
    district and additional facilities envisioned in
    the 1997 Capitol Area Plan and recent facility
    planning efforts.

  • Minimize the aesthetic effects of the project on
    local communities
  • Sustainability
  • Improve the energy efficiency and environmental
    sustainability of the Central Plant operations

  • West End Office Complex
  • Authorized by Government Code Section 8169.6
    (Chapter 672, Statutes of 2001)
  • Consolidation of the departments of the Resources
    Agency in the Capitol Area
  • 1.4 million square feet of office space
  • Underground parking (approximately 540) and
    Offsite parking (approximately 800)
  • Rehabilitation and possible relocation of the
    Heilbron House
  • Ground level retail

GOALS OF THE WEST END OFFICE COMPLEX PROJECT
  • State
  • Consolidate state operations per the 1997 Capitol
    Area Plan from nearby and outlying office
    buildings into a new office complex in the
    Capitol Area
  • Provide a modern, efficient, safe and pleasant
    environment for state employees and the public
    they serve
  • Community
  • Design the project to create a vibrant,
    pedestrian-friendly neighborhood
  • Be a good neighbor to surrounding communities
  • Integrate the new state development with existing
    neighborhood
  • Sustainability
  • Develop a sustainable and energy efficient
    building complex that is respectful of the
    environment locally and globally and qualifies
    for LEEDTM certification
  • Encourage and support the use of alternative
    commute modes by designing the project to take
    advantage of its proximity to the O Street
    Regional Transit station and various bus routes

APPROACH TO THE ENVIRONMENTAL ANALYSIS
  • Central Plant Renovation Project and West End
    Office Complex Project are related geographically
    and functionally
  • A single EIR will address both projects
  • EIR will analyze design criteria for each project
  • Responsible agencies will utilize the combined
    Environmental Impact Report in support of
    discretionary approvals (e.g., permits,
    authorizations, easements)
