2Agenda
- Background
- Point of delivery philosophy
- Determining the information need
- SEE-STATS
3 TV Energy
- A regional SAVE European Agency
- Energy Efficiency and Renewable Energy focus
- Partners in Bulgaria (Rousse) and Spain (Murcia)
- Not for Profit, Independent
- Core staff of 8 experts
- Extensive public-private sector partner sponsor
network - Operates primarily within the Thames Valley SE
England Region (8 million people)
4TV Energy - Family
- TVE is a not for profit company
- Trust being established to channel community
funds - Trading in wood fuel through TV Bioenergy Ltd

13Overall Conclusion
- The silent majority of people are in favour of
renewable energy and wish to see change
14So how are we doing?
15Replacement?
16Preview secret new Dutch technology for
introduction into rural areas of the Thames Valley
More likely in SE England ..
17Existing Power Stations
- Slough HP have invested 30 million and doubled
their green output (heat and power) - Dedicated wood combustion 38MWe from 3 boilers
and 2 turbines - Saving 160,000 tonne coal pa
- Makes Slough the UKs largest green energy
producer
18Number of small community projects
- Some successes, mostly small heat only
- Each of importance but will not make a
significant contribution towards targets - Hearts and minds contribution very worthwhile
nevertheless
Wycombe Eco-centre
19The reality for the SE England
- The powerhouse of England
- Implementing renewables (including biomass CHP)
in the SE is tough - Major planning problems likely to continue in
rural areas (visual intrusion, transport
movements, emissions .) - Key will be to re-energise our towns and cities
- Link to re-generation and new build
- Biomass-cogen is the most likely major
contributor onshore
20Two options?
- Rely on local democracy winning through and
provide education and information to make the
current (planning) system work more effectively
in favour of sustainable change, create flagship
exemplars etc. - Impose a solution centrally and circumvent local
democracy -
21Tell the truth and shame the devil
- To win the hearts and minds argument
- Provision of LOCAL factual information
- Make projects accessible and real
- Record the WHOLE story, not just the successes
but the failures too - Social and environmental as well as technical
information - Provide predictions of renewable energy uptake
based on simple scenarios (e.g. business as
usual) - Illustrate best practice through LOCAL case
studies - Build on and work with existing national and
supra-national initiatives
22The solution SEE-Stats
23Introduction
- Project commissioned by GOSE on behalf of the SE
Renewable Energy Partnership - 50 of costs met from DTI resources
- Pilot completes March 2004
24SEE-STATS
- Factual WEB BASED information system
- Stats Electricity heat
- Energy crops/ resources
- Track progress
- Link to other sites
- Support policy
- Make a topic come alive with THE FACTS
- Innovate!
25A Regional RESTATS
- Draws on National data sets (through RESTATS)
- Feeds in quality local information (particularly
small off-grid) - Uses same methodology
- Interpolates and extrapolates!
- Can be used as a planning tool, target
tracking,RSDF - Will be used for socio-economic data (IEA)
- Environmental data (e.g. CO2)
- Very user friendly and accessible

35The Future for SEE-STATS
- SEE-STATS In the hands of the SE Renewables
Partnership - Strongly referenced
- Need to establish data collection in all
sub-regions working with regional partner
agencies
36The Future for the Regions
- All but 1 of the English Regions represented
- Each will have a view on how they are handling
renewable energy and whether there is a need for
a SWE-STATS, NWE-STATS .. - Some other regional initiatives are underway
- Should we collaborate and come up with a solution
which works for us all? - What might this look like?
- What are the issues? (e.g. data sharing,
boundaries) - What do we need to do next?
