Overview...

• Technology assessment defined the
  anticipation of impacts and feedback in order to
  reduce the human and social costs of learning how
  to handle technology in society (Kuhlaman,
  1999)
• Failure to properly identify appropriate and
  cost-effective climate technologies may lead to
  waste in resources.
• Technology needs assessment is the foundation
  of the development and transfer of technologies.

Mandate...

• COP requested the Parties to submit their
  prioritized technology needs (4/CP.4/para. 7(c)).
• COP requested the GEF to provide funding to
  support capacity building for the assessment of
  technology needs (2/CP.4/para.1(g)).
• Bonn agreement Framework for meaningful and
  effective actions to enhance the implementation
  of Article 4.5 of the Convention.
• Need to develop methodologies for technology
  needs assessments.
