Public policies at international and national
level can play a key role to create a more
SME-friendly and innovation-oriented environment
Promoting innovation and strengthening the
technology capacity of SMEs is one of the
priorities on the common agenda
A Public-Private Partnership approach for
innovation in SMEs is proposed

4Intermediaries
Among the several types of Business Support
Organisations (BSOs) the Innovation and
Technology Centres (so called Intermediaries)
and their networks are key-players for the start
up and development of SMEs, both in developed and
less developed areas Their core business is
the provision of information, services and
technical assistance for promoting innovation and
technology transfer. They act as facilitators and
catalysers for SMEs

5Why Partnering and Networking?
In order for intermediaries to upgrade the
quality and quantity of their services and be
more competitive on global markets, value added
can be created by
- sharing know how, expertise and skills among
them diffusing the results of experiences and
carrying out jointly horizontal activities - increasing their specialisation, integrating
their services with those offered by other
innovation suppliers - carrying out joint lobbying and sensitisation
activities

Cross border networking initiatives and projects
funded at EU level could be integrated and
extended to MED Partners and to other
countries Similar measures should also be
supported on a national and sub-national scale

Framework Program - To promote a knowledge-sharing process

16Ibero-american Committee of Technology Centers
CICET
Initiative launched in March 2003 by FEDIT
(Federation of Technology Centers in Spain) and
supported by the Spanish Ministry for Science and
Technology (MCYT). Ibero-american Countries
involved so far Argentina, Brazil, Colombia,
Costa Rica, Chile, Ecuador, Spain, Peru, Portugal
and Uruguay
- Objectives
- Strengthen cooperation among Technology Centers
- Set up of cooperation networks by sector and
technology - Favour and facilitate the preparation of
initiatives and the - participation in supranational programs,
including EU initiatives
- Presentation to the 21 Representatives at the
upcoming Iberoamerican Head of States Summit,
Bolivia, November 2003

17RIDITT Italian Network for Innovation and TT
RIDITT is aimed at strengthening the service
supply for innovation and technology transfer to
enterprises at national level by
- promoting the exchange of information and
experiences - encouraging the integration, specialisation and
marketing - of services
- stimulating partnering and networking on a
sectoral, - thematic and geographical basis
- facilitating access to financial resources
- supporting the internationalisation of
innovation centres

19R2ITH French Industrial Innovation Network
dedicated to the Textile-Clothing sector
Launched in January 2002 to sustain Innovation,
R2ITH is the first institution to associate
Industrialists, intermediaries, Public bodies
(enterprises, professional unions, Universities,
RD centers and public regional authorities)
- Main Objectives
- To promote the competitivity of French
Textile-Clothing sector firms at international
and european level - To stimulate innovation and creation of new
products, new processes and new services - To strengthen the links between the different
actors of the pipeline (networking of firms,
research centers,  pôles de competences ) and
promote joint innovative projects in chosen
priority themes - To enhance the emergency of strategic trends
addressed to public authorities in - order to concentrate financial support to
priority programs.
The stimulation of R2ITH is made by IFTH.
The initiative is promoted by the French Ministry
of Industry Budget in 2002 5 Million Euro
