• Clondalkin Partnership estd .1996 It had
  successfully executed a six year plan
• Review Evaluation of work plan 1999
• Decision to reduce the number of Actions in POA
• In-depth work on a small number key issues
• Challenge of reducing budgets
• How would we invest a smaller budget but get a
  greater return re policy change, improved
  servicesetc.

Identifying the problem-Grounding the Initiative

• CARA Evaluation identified lack of progress for
  approx 20 of targeted children potential ESL-
  Named Action budget
• Task Group established with a wide community,
  voluntary and statutory base
• On-going support offered by Education
  Coordinator core funding from LDSIP
• Study visits ,information gathering Clarity!
• Action Research Model agreed with Adult Ed.Dept

Audit of Services
June Oct 2002Audit of Services- to establish the
current level of service provision for children
and young people with EBD and identify gaps in
service Terms of Reference agreed 31 Service
providers were identified 9 statutory and 17
voluntary and community based providers
responded Two questionaires were designed and
individual meetings were arranged with many
managers or key staff . Secondary benefits
accrued.

  Group Dina within school setting delivery by
  Learning Support/ Resource Teachers

• A 3 year evaluation using RCT is planned for
  07-09
• Archways to be established as an independent
  company
• Business Plan produced
• Medium term funding to be secured on the basis of
  the business plan
• Development of sites outside of Clondalkin for
  growth RCT
