    planning with performance assessment

    progressing against your advertised plans
  • Implications for budget decisions
  • But first efforts to focus on developing plans
    with annual performance targets and reporting
  • Greatly increased focus on outcome / results vs.
    government performance being expressed often in
    terms of outputs / products of process

    if you do not measure its benefits to the
    American public

    and its benefits?
  • Do I have a plan, especially in terms of targets
    that express what I expect to achieve, how much,
    and when?
  • How am I progressing against those targets, and
    if I didnt reach those targets, why not? What
    should I do differently?
  • Performance assessment is not just a case of goal
    met vs goal not met its understanding why it
    was not met and determining what needs to be done
    and if I still want to achieve it
  • Readily provides insight as to the nature of the
    task, its benefits, and range of resources
    required to decision makers and external
    stakeholders
  • Builds credibility in your ability to deliver
  • Not only do I have a plan but I am willing to
    track my progress openly against targets
  • I have adequate knowledge of the topic to set
    targets and to determine the reasons for not
    making the targets and the subsequent corrective
    actions
  • Helps promote support for your program
  • Traceability/Continuity of performance targets
    from start of performance period to evaluation
    and data verification is crucial to demonstrate a
    responsible performance process
