Key Features of the Reform

• Approved Education Reform Plan for 2004-2009
• Reviewed norms of teachers load for primary
  schools 16-18 hrs/week (for grades 1-4 from 16 to
  18 hrs and for grades 5-11 from 14 to 16 hrs)
• Approved changes in the curriculum of secondary
  schools and decreased teachers load
• Teachers wages increased by 25
• Number of Education system workers decreased by
  3 from 1.09.05

Key Indicators of the Reform

• New Financing system of the education sector
• Prepared a project on The Concept of Financing
  of the Education system
• An experiment on establishment and increasing of
  per capita financing in pilot districts and
  cities is being conducted
• A long term Millennium Development Goal Project
  by 2015 is established

Deepening the Education Sector Reform

• Access, equity, gender approach, quality,
  democratization of the management and financing
  systems, capacity building, poverty eradication
  in the education sector
• Implementation process of the National Plan of
  Action for Education for All has been planned
• Overall education sector development strategy is
  under development in collaboration with the World
  Bank and UNICEF
• The Education sector Development Program is
  continuing with the support from the Asian
  Development Bank
