  • A strong organizational structure on continuing
    basis, is needed at federal level for literacy to
    fullfill constitutional obligations and achieve
    internationally committed targets
  • Till a new apex body for adult literacy and is
    created NCHD should continue as lead agency in
    accordance with Cabinet decision and notification

  • Fed Govt. should make substantial allocations for
    literacy, and these shall be channeled through
    NCHD to the provinces/Areas.
  • NCHD should perform following roles
  • Coordination
  • Capacity development-Technical assistance-
  • Service delivery only when provinces/Aea Govts.
    demand
  • Mobilization of additional resources
  • NCHD may also extend support to universities,
    CSO, NGOs, private sector in consultation with
    respective provincial governments.

  • In the provinces/Areas, there should be similar
    strong organizational structure for literacy in
    the public sector
  • Govt. must make a national literacy framework for
    meeting constitutional obligations and
    international commitments (Dakar Goals, UN
    Literacy Decade, and MDGs)

  • National Education Policy Section on Literacy
    and NFBE in the Draft National Education Policy
    should be strengthened with clear targets,
    organizational mechanism and financial
    allocations corresponding to the targets.
    Provincial/Area Sector Plans should reflect
    strong commitments and financial provisions for
    literacy and NFBE

  • Financial commitments A). As recommended by
    UNESCO and committed by Pakistan in 1962, a
    minimum of 4 of GNP should be allocated for
    education in the next budget. B) At least 10 of
    education budget should be allocated for literacy
    and NFBE by Federal Govt. and provinces.

  • A high level National Literacy Council,
    preferably headed by Prime Minister with Chief
    Ministers, Provincial Education Ministers, and
    line Ministries as its members. CSOs, including
    NGOs, univesities should also be given
    representation. NCHD may serve as secretariat of
    this NLC.

  • 10) Sustainability 1. Setting up a Consortium of
    donors for mobilization of funds for literacy -2)
    Appropriate legislation for the promotion of
    literacy by the Federal and provincial
    governments. -3) Mobilization campaign and
    advocacy for literacy in the media and among the
    parliamentarians

  • 11) Role of Civil society organizations including
    NGOs and universities, corporate sector (e.g.
    FPCCI) for promotion of literacy should be
    recognized and they should be associated and
    involved closely in policy making, planning, and
    implementation of literacy programmes.
