• 21. ... The Forum welcomed the proposals by GTE
  to develop new interoperability tools between
  TSOs to ensure non-discriminatory treatment of
  shippers including standardised communications
  protocols, harmonisation of definitions and units
  of measurement, Operational Balancing Agreements
  and the creation of an independent European Gas
  Industry Standards Board. ... The gas industry
  was invited to present a state-of-play during the
  next meeting of the Forum.
• 22. The Forum stressed the importance of
  removing, as far as possible, barriers to trade
  created by gas quality issues. Efforts must be
  made to further harmonise gas quality
  specifications and to reduce the number of these
  as much as possible in order to facilitate
  cross-border trade.

  the EASEE-gas WG more specifically related to
  TSO Matters
• Preparatory Works have been started in order to
  be ready when EASEE-gas starts its Activities

• Beside that, a GTE Gas Specifications WG has been

  on European level, starting with the first
  practical Experience between Transco, IUK

Conclusion

• The Goals set in last Madrid have been mainly
  achieved and Concrete Steps have been made
• EASEE-gas will start functioning within a few
  weeks
• Further concrete Results will be available for
  next Madrid

However
some Interoperability Matters have high
Impacts(financial or organisational)

• can take, in those cases, some years before
  Agreement and Implementation
