  • Radio over IP (RoIP)
  • Expanded mutual aid
  • P25-based digital systems
  • Based on agency requirements
  • Common control centers

  • Analysis of alignment with EA principles and SIEC
    Guiding Principles
  • Recommend migration to lead agency
  • Designate now give a clear direction
  • Transition as new technology implementation would
best be implemented and managed centrally
  • Other approaches may be considered on
    agency-specific basis

16
Governance (continued)
  • Strategic Planning
  • Remains with SIEC
  • Asset ownership
  • Follows the need for the technology to be managed
  • No immediate transfers or accounting shifts
  • Transition when new technology is implemented
  • Consideration of legislation or accounting
    constraints
  • Maintenance
  • Manage internally as is done today
  • Some use of radio shop services where necessary
  • Consider requesting outsourcing proposals in
    system-wide RFP

17
Implementation planning
  • First priority is to create significant
    improvements in interoperability with
    local/tribal/federal agencies
  • Identify most likely technology-based solution
  • Trial in one area/region
  • Assess and deploy statewide
  • Expand mutual aid and backbone capabilities
  • Implement a pilot of P25 multiple subsystems
    architecture
  • Implement common network control centers
  • Implement multiple subsystems architecture using
    agency-specific approach
  • Integrate with planning for other initiatives
    (agency-, SIEC-, or FCC-driven)

18
Financial implications
  • Acquisition costs remain the same from the System
Architecture Report (SAR) - 257 Million
  • Recurring costs are also the same - 25 Million
    per year after full implementation
  • Total recurring costs during ten-year lifecycle
are slightly higher due to six-year
    implementation schedule vs. eight-year schedule
    in initial TIP
  • 177 Million vs. 137 Million
  • Total ten-year lifecycle costs are 434 Million
(vs. 394 Million in initial TIP)
  • Current estimates for state agencies over same
    period is 344 Million
  • Benefits of proposed system are outlined along
    with suggested funding approaches

19
Critical success factors
  • Governance
  • Gaining commitment
  • State agencies
  • Local/tribal agencies
  • Funding
  • Technology/process issues
  • Frequency management
  • Network capacity
  • Mapping of benefits to SIEC goals

20
Next steps
  • Conduct a statewide interoperability summit
  • Implement a state agency governance structure
  • Overall program management to move this effort
    forward
  • Institute statewide spectrum management
  • Develop the business plan
  • Initiate the short-term interoperability
    improvements
  • Technology-based solution, mutual aid
    enhancements
  • Initiate the agency-based design and procurement
phase and begin developing an RFP
  • Continue implementing the interim plan
    recommendations as appropriate

    command and control radios

48
OSCCR Base Station Project
  • Was included in the SIEC business plan sent to
    the Washington Military Department
  • Will deploy 14 base stations in southern and
    eastern WA
  • Base stations will permit an incident commander
to communicate with the EOC, WSP and WSDOT
  • Locations were selected based upon these factors
  • Fire mitigation
  • All hazards risk mitigation

49
OSCCR Base Station Project
  • SIEC notified that we would receive grant in
    April
  • Money would become available in September

50
Next steps
  • WSP agreed to complete an engineering plan and
    budget for the project
  • Once completed, ongoing costs will be determined
  • Agencies receiving equipment must agree to absorb
    the ongoing costs
  • WSDOT has agreed to absorb ongoing costs
  • EMD has agreed to absorb ongoing costs
  • WSP currently calculating ongoing costs

51
Next steps
  • Once the ongoing costs are agreed to, the project
