beaurocratic.

- Starting Date
- The project started in August 2004 and is still
ongoing. - The initial analysis of the system was done by
an international IT consultant, and the
development of the system is carried out by the
three Local Analyst Programmers

- Objective
- To set up an electronic personnel database and
financial management system for MoI which will - Enable tracking and recording of financial
transactions within the MoI including individual
information and payment by location. - Initially operate in batch mode, and migrate to
an online WEB based system, as and where this
becomes feasible. - Be compatible with other systems set up with the
Government to ensure data exchange

- Trainings
- Stage I 22 Police Officers from 11
provinces for 20 days - (July 19th to August 7th , 2005)
- Stage II 24 Police Officers from 10 provinces
for 20 days - (January 23rd to February 12th , 2006)
- Refresher Training 21 Police Officers from 10
provinces for 6 days - (February 14th to February 19th , 2006)
- On the Job Training During deployment of the
System at each province.

- 2 sets computer systems has been installed at
each provincial police headquarters. - All police personnel records has been entered
into the system for the payroll processing - Budget and Expenditures information has been
entered into the system for each of
above-mentioned province.

- Low level of existing computer skill base in
provinces. - Reluctance of staff to accept the modern age
technology. - Inadequacy of the current national
telecommunication infrastructure - Lack of stable power supply in most of the
provinces
