Purpose of the PGDS
  • The main purpose of the PGDS is to expedite the
    nationwide installation of CBISs in an equitable,
    sustainable, and cost-effective manner
  • PGDS provides specific guidance on ways to
    implement CBISs that have
  • Lower costs from both capital and life-cycle
    perspectives
  • Higher performance than the first generation of
    installed CBIS
  • PGDS establishes design standards that
  • Clarify TSAs operational parameters that must be
    met
  • Require evidence of the ability to meet these
    parameters during the planning and design process
    of the system
  • Address factors necessary to actively manage CBIS
    costs and performance

PGDS Methodology
  • Establish common design principles and metrics to
    which all screening system designs must adhere
  • Consolidate collective industry experience and
    insights relating to best practices for planning,
    designing, and implementing baggage screening
    systems
  • Disseminate the latest information on screening
    technologies, in-line screening concepts, and
    screening protocols
  • Standardize the methodologies for planning,
    designing, and evaluating various system design
    alternatives

Key PGDS Objectives
  • Achieve the lowest-cost CBIS solution
  • Define design standards
  • Understand the complexity of in-line screening
    systems and avoid the common pitfalls of first
    generation designs
  • Develop principles for appropriate sizing of
    CBISs, including methods for estimating demand
    and equipment requirements
  • Develop principles for accommodating growth
    beyond initial system sizing
  • Provide flexibility in baggage screening system
    designs and facilities
  • Use an integrated and participatory approach to
    the planning and design process, as well as the
    implementation process, by involving all relevant
    stakeholders
  • Upgrade the design review and approval process

  • From PGDS v1.0 to PGDS v2.0
  • PGDS v1.0 published October 2007
  • Over 12 months of collaboration with the aviation
    industry and significant internal development of
    PGDS v1.0
  • Over 200 public comments were received, reviewed
    and addressed by TSA
  • PGDS v2.0 published on January 30, 2009
  • From PGDS v2.0 to PGDS v3.0
  • Over 9 months of collaboration with the aviation
    industry and significant internal development of
    PGDS v2.0
  • Almost 80 public comments for PGDS v2.0 received
    from January 30, 2009 to July 17, 2009
  • All comments were reviewed by TSA and addressed
    in PGDS v3.0
  • PGDS v3.0 was published on November 27, 2009

    with industry

PGDS v3.0 and Beyond
  • TSA will continue to coordinate with the aviation
    industry to periodically update the Guidelines,
    and welcomes comments to PGDS v3.0
  • To facilitate input, TSA has established an email
    address, pgds_at_dhs.gov, to receive comments and
    suggestions from experts and the public
  • TSA encourages the use of the industry comment
    template provided in Appendix A of the Guidelines
    which can also be found in the following link
