• Re-Districting Proposal

Why do we need to re-district?

• Over the past 2 years we have increased our
  enrollment by 500 students.
• Most were elementary-aged students.
• There was a major shift in the population.
• Migration from Carthage/West Carthage.
• More on-base housing opened.
• Over crowding at Black River.
• Currently, 655 student enrollment.

What factors need to be addressed?

• Student enrollment at Black River is twice as
  high as other elementary schools.
• Resources not able to cover student distribution.
• Classrooms exceed Board guidelines.
• New housing neighborhoods are not attending same
  school.
• Bus rides are longer than they should be.

What will re-districting accomplish?

• Class sizes will be manageable.
• Building enrollments will be similar.
• Students will attend school with peers from same
  neighborhood.
• Bus rides will be shorter.
• Services can be delivered in an equitable manner.
• Distribution of staff will be equitable.

How will this be accomplished?

• Rhicard Hills will be divided into 3 sections.
• Dividing lines will follow Main St. and Lewis
  Ave.
• These lines were objectively chosen because of
  the layout of Rhicard Hills.
• Each section has approximately the same number of
  students.
• Room for growth can be left at Black River for
  opening of new section.
