3Objectives of MI Land Bank TA
- Help five communities to assess the strengths and
weaknesses of their policies and practices
regarding vacant/blighted, tax delinquent
properties - Facilitate local collaboration around utilizing
the Land Bank Fast Track Authority Act - Assist with the creation of land bank authorities
- Gain insights that can shape the Institutes and
National Vacant Properties Campaigns research
and policy agendas and build their repertoires of
effective strategies
4Land Bank TA Program Leadership
- Genesee Institute Teaching affiliate of the
Genesee Land Bank, oversees TA program to
replicate successes of Genesee Land Bank in other
MI counties. - National Vacant Properties Campaign LISC
Brings national vacant properties TA model and
expertise to MI counties. - Land Information Access Association (LIAA)
Technical arm of the TA team, focused on spatial
databases, GIS, web applications and land
inventory. - TA made possible by the generous support of
the C.S. Mott Foundation

April 7-8, 2005 - Assessment of existing policies, practices and
real estate market in individual counties
summer/fall 2005 - Presentation of recommended strategies to utilize
MI Land Bank Authority Fast Track Act fall and
winter 2005 - Stakeholder support and consensus building fall
and winter 2005 - Implementation of recommended strategies early
2006

- Overview Training with All Five Communities
April 7-8, 2005 - Gain general understanding of the MI laws and
structure/ function of the Genesee Land Bank - Build network of MI leaders working to improve
tax foreclosure and land use policies

- Assessment of Existing Policies, Practices and
Conditions - Establish local staff support and steering
committee - Conduct information management assessment (LIAA)
- Conduct assessment visit and interviews by TA
team 1-2 days

- Presentation of Recommended Strategies and
Training - Produce assessment report highlighting local
challenges, opportunities and recommended actions - Present report to steering committee and revise
as needed - Offer training on specific strategies recommended

- Stakeholder Support and Consensus Building
- Present final report to key community
stakeholders to build support for recommended
action steps - Conduct community outreach via public meetings
and/or participation in existing public venues

- Implementation of Recommended Strategies
- Design an implementation plan, working with
departments and staff involved - Assist with legal documents, policies and
procedures to create a land bank - Provide targeted support for ongoing land bank
development activities
12Next Steps
- Genesee Institute staff will contact county
treasurers to set up initial planning meetings in
mid April - After the initial planning meeting, LIAA will
contact the county treasurer to schedule the
information technology assessment - The Institute will conduct the first land use
assessment in Saginaw County and stagger the
other four assessments through the summer and
fall
