• About 2000 dwellers living there

  dwellers
• Lack of leisure time offers and meeting spots in
  the public space for the younger ones

• The interests, ideas and problems of the dwellers
  are the main starting point. They are the experts
  for their direct environment
• Action prior to reaction
• Prevention prior to intervention

• First steps
• Talks and dialogue with decision-makers and
  social institutions, with local district
  representatives, the so-called multiplicators and
  caretakers of the houses
• Conducting interviews with residents aiming at
  initiating a series of discussions in the area.
  This provides insight into their needs, opens up
  opportunities for change and in addition presents
  new perspectives with respect to living
  conditions
• Launch of a decent public relations initiative to
  create even better awareness in the area

• Results
• The methode of the socalled activating inquiry
  will provide a consistant and detailed picture of
  the concerns and needs of the dwellers in the
  area
• Due to the process oriented approach of the
  project team definite results will depend on the
  progression of the project and thus cannot be
  exactly foreseen yet

WOLKE 7 will focus on activities for the
cultural, social and economic empowerment and
benefit of a deteriorated and run-down area - a
formerly renowned however nowadays neglected
shopping street, the Kaiserstraße". WOLKE 7
intends to provide practical support and
sustainable impulses for the area's development,
the overall goal of the project being to bring it
back to the public's attention and to urban life.

Vienna LOCALIZATION
The target area of the pilot project is close to
the prominent Viennese "Gürtel", which as a
historical main artery road visually and
physically marks the border between the city's
inner and outer districts. The "Kaiserstraße"
has been adversely affected by heavy traffic,
noise, pollution and bad living conditions for
many years. Well-known places and formerly
attractive buildings present themselves as
dilapidated and bare of urban life closed or
dirty window displays reflect the socio-economic
decline and current depopulation.

WOLKE 7 offers impulses for a lasting development
and enhancement of this multi-faceted area. Aim
of the project is to put the partly overlooked"
and over the last years utterly neglected
qualities of this area back into the centre of
the public attention. During the forthcoming two
and a half years WOLKE 7 will offer sustainable
impulses for a

structural empowerment and

as                                   for an
urbanistic valorisation of this urban habitat.
