Internet-Based Information Exchange at the
Regional Level

• The idea of establishing EVIS.Net was hatched by
  NEDA VIII in 1998 for the primary purpose of
  establishing an information exchange system among
  Regional Development Council (RDC) members of
  Region VIII (Eastern Visayas)
• Its creation was endorsed by RDC through
  Resolution No. 23 approved in September, 1998 and
  was formally launched September, 1999
• This initiative is in line with the thrust in the
  EV RDP to make the region A model in the use of
  information technology

Objectives

• To promote ICT
• To improve delivery of government service in the
  region
• To make information available to the public for
  the purpose of increasing transparency and public
  participation in government
• To establish a medium for electronic governance
• To reduce the cost of internet connections used
  by government agencies
• To provide a laboratory for training of IT
  students

• Initially funded under the DOST Grant-In-Aid
  Program with a total startup fund releases of
  P1,000,000.00 which were given in two years. The
  fund was used as capital outlay and initial
  payment for telephone connections, leased line
  and bandwidth services. Initial hardware
  requirements were also taken from the initial
  fund
• Implementing agency partner
• Continuous consultations for technology updates
  and network expansion

Average Annual Net Income

• EVISNet was able to survive without any subsidy
  from any other funding agencies or government
  offices.
• Funds to defray the recurring costs are taken
  from the monthly subscription of network members
  and income from the previous operations of
  internet stations
