• Basic Elements in Draft NPR 8705.X are similar to
  other Audits experienced by LaRC SMA
• Therefore, LaRC SMA can fundamentally support HQ
  OSMA led Compliance Verifications

IFO Issues/Caveats.

• Who are the applicable ITA/TWHs for IFO
  activities?
• Chief Engineer Institution Management to
  define BRS with OSMA?
• CE to ensure relevant system level TWH
  define/document the applicable IFO BRS and
  associated OQE?
• Not sure when applicable IFO BRS will be defined
  if different from current requirements
• What requirements would be audited?
• What would be the level of audit required be for
  a VPP certified Center?
• Would the OSMA IFO be limited to reviewing VPP
  audit results as suggested in NPR?
• Centers have a limited capacity to support audits
  - VPP audits are viewed as the safety audit at
  those Centers

IFO Issues/Caveats.

• Any new methodology required for auditing
  requirements flow down would have to be assessed
  for impact
• new as in different than the way previous
  audits were held
• LaRC is not currently planning to implement a
  Center-led IFO SMA Audit Process
• Current Procedures and Practices coupled with
  Business Reviews and Metrics are used to verify
  organizational compliance
• Small staffing - re-direction of resources for
  additional auditing will cause other work to not
  be done
• Will have to assess to determine if different or
  additional auditing is beneficial and if an IFO
  Audit approach is the best way

Programmatic Audit Review

• Project specific SMA roles and responsibilities
  traditionally captured in either SMA Plans or SMA
  sections of a Project Plans
• Developing Mission Assurance Process Maps and
  Matrices is new work or a new method for LaRC
• To better support Compliance Verification Audits,
  the Mission Assurance Branch needs to develop
  the MAP maps and matrix into office procedures
  along with a more cohesive requirements flow down
  methodology

PAR Issues/Caveats

• Should work the TWH establishing BRS requirements
  before the audits are conducted
• Horse before the Cart
• Should consider performing the IPS before the
  PAR
• IPS - phase I and PAR -phase II?
• Develop the general criteria for requiring a PAR
  ASAP, then schedule PaRs according to criteria
  and priority
• Development of efficient office procedures to
  closely couple with the CV will take some time
