JLOTS

• Loading / unloading of ships without fixed port
  facilities, in friendly or nondefended territory,
  and, in time of war, during phases of theater
  development in which there is no opposition by
  the enemy.

Maintain oversight of the JLOTS Program.

JLOTS Exercise Program

• Defense Planning Guidance
• Army/Navy conduct one liquid and dry cargo JLOTS
  annually in conjunction with a CJCS exercise
• JLOTS exercise schedule
• FY95-99 two separate exercises (one liquid/one
  dry) conducted annually with CINCs on a
  rotational basis
• FY00-05 one combined liquid/dry exercise
  conducted with CINCs on rotational basis
• Funding
• USTRANSCOM programs JCS funding for airlift,
  sealift, and port handling/inland transportation
• Services program OMfunds (OM) to cover costs
  for unit participation

Purpose Objectives

• Purpose Ensure DOD capability to support CINC
  deployment sustainment requirements when
  where seaports are inadequate, unavailable or
  unsuitable for cargo operations
• Objectives Plan execute operations that
• Exercise DoDs capability to off-load all types
  of cargo from all types of DOD/commercial vessels
  in various scenarios and environmental conditions
  including up to Sea State 3
• Exercise interoperability between Services,
  industry, and host nation (systems, assets,
  procedures)
• Exercise no-notice RRF vessel activation
  load/discharge at port(s) and in JLOTS operations
• Exercise MTMCs Single Port Manager mission
  including cargo offload, documentation, and
  interface to GTN
• BOTTOM LINE Ensure Annual Training of JLOTS
