  • because there are so many of them!
  • Global (ISO)
  • European (CEN)
  • National (e.g. BSi, AFNOR, DIN, ANSI, )
  • Industry (e.g. W3C, OGC)
  • Thematic/Sectoral (global, regional, national)
  • de jure v. de facto v. PAS

Status of a Standard
  • de facto - often widely available and used (.gif)
    or quite specific to a unique data/file type
    (Microsoft Word .doc)
  • PAS - Publicly Available Specifications (OGC,
    W3C, CEN CWAs)
  • de jure agreed by an official (legally
    mandated) standards organisation (national,
    regional, international)

Status of a Standard
  • status can alter over time
  • not uncommon for a PAS or de facto standard to
    eventually become a de jure standard (e.g. Dublin
    Core?ISO, CEN ISSS CWAs ? CEN EN, or ISO
    Recommendation ? ISO Standard)
  • does the change in status affect you?

Availability, Usability, IPR
  • proprietary - even some de jure standards may
    have proprietary elements in them
  • constant surveillance by organisations like OGC
    and W3C to protect their final specifications
    from IPR restrictions by any one participant or
    at least make such interests as open
    transparent as possible

  • public domain - the legal definition of public
    domain is that the IPR is open, freely available
    to anyone to do with as they wish (including
    reselling)
  • IP enters the public domain either by law or by
    publicly surrendering IPR

  • There are four elements from Dublin Core that
    have no correspondence with any element of the
    Core version of the ISO DIS 19115. These four
    elements are CONTRIBUTOR, RELATION, RIGHTS
    and AUDIENCE. Nevertheless, all four of these
    do have a correspondence with one or more
    elements of the full ISO standard.
  • This Core restriction could justify the expansion
    of the ISO Core Metadata for Geographic Data Sets
    in order to fulfil the mapping to Dublin Core.
    The aim of Dublin Core is to compile the minimum
    elements that describe a resource and thus ISO
    Core should include at least these DC elements to
    be really Core.
