commencing work to establish a transition path. - This is a required element to fund effort!

21TIPS Process (details)
- The TIPS Process is based on a annual cycle. The
approach includes progressive down-selection to - minimize the work and time required to
participate and ensure continued consideration of
quality - candidates with a high probability of transition
success additional information and documentation
is - required.
- The Office of Naval Research sends a proposal
call letter to the Naval SYSCOM Chief Technology
Officers (CTOs). The one page TIPS are accepted
through the Naval SYSCOM CTOs until the due date,
as outlined in the call letter for proposals. To
be considered for TIPS funding the proposed
funding must be able to transition to acquisition
within 24 months or less, have program and fiscal
support, and technically feasible (Transition
Readiness Level (TRL) of 6 or above), and provide
cost savings - 2. The TIPS Team will review all candidate
projects for conformance with program goal and
requirements. Additional information, including
a quad chart and detailed screening questionnaire
f or those projects that pass the initial
screening will be requested from proposers. -
- TIPS candidate projects that meet the above
requirements will be evaluated by the ERG WG
using financial viability and warfighter interest
for each candidate project as theor primary
criteria. The TIPS Team will categorize initial
candidate projects based on level of interest for
each project. - The TIPS candidate projects that receive adequate
support from the ERG WG and that meet any
additional project-specific evaluation criteria
needed to insure transition, will be subject to a
due diligence process, including peer review
panel. The peer review panel will facilitated by
the TIPS and will receive input from
representatives for those organizations who
support programmatic, financial and technical
claims of the candidate project. - TIPS candidate project that meet the
requirements, have confirmed financial and
warfighter support, have successfully passed the
peer review panel and that meet any additional
project-specific evaluation criteria needed to
ensure transition will be required to develop a
Memorandum of Agreement (MoA). The MOA is to be
written by the proposer of each candidate
project, with guidance from the TIPS team, an
will ensure best actions are taken by major
stakeholders to bring the technology to a
successful transition. Prior to the ERG selection
meeting, the proposer will ensure that MoA has
bee properly socialized in the financial,
programmatic, and technical communities, and has
been signed by a Program Executive Officer(s),
and/or Marine Corps Systems Command, and other
stakeholders as appropriate. - The ERG WG will independently develop prioritized
list of TIPS candidate projects that have
proceeded to full MOA development. These rankings
will be consolidated into a single list. Using
this input the ERG WG will come to an consensus
on a single prioritized list for approval by the
ERG. - The ERG will review the TIPS candidate list,
develop a final, prioritized list and approve a
set projects for funding based on availability
and of resources.
