Water authorities

    1991 for the enforcement of environmental
    legislation in all regions

Ministries as central water authorities
  • Ministry of Agriculture acts as the central water
    authority in all areas except those specified as
    being the responsibility of the Ministry of
    Environment
  • Ministry of the Environment acts as the central
    water authority regarding
  • protection of the quantity and the quality of
    surface water and groundwater, monitoring and
    assessment of water bodies, development and
    maintenance of the information system,
  • tasks related to European legislation in water
    protection, co-ordination the adoption and
    implementation of EC legislation in the water
    sector,
  • co-ordination of the water management plans and
    programs of measures as part of the international
    co-operation in water protection in the Elbe,
    Danube and Oder River Basin Districts.

  • Ministry of Health executes the powers of a
    central water authority in the matters relating
    to quality of drinking water and the
    determination of surface water in use for
    bathing, in co-operation with the Ministry of the
    Environment.
  • Ministry of Transport and Communications executes
    the powers of a central management authority in
    the matters relating to using surface water for
    shipping.
  • Ministry of Defence executes the powers of a
    central water authority in matters falling under
    the jurisdiction of military zone authorities.

  • Main responsibilities
  • co-operation with the Ministry of Agriculture
    (MA) and the Ministry of the Environment (ME) in
    preparation of programs of measures in river
    basin districts and implementation of measures
    stipulated by the programs of measures in public
    interest,
  • decisions in matters regarding transboundary
    waters after consulting with MA and ME
  • adoption of measures in extreme situations, in
    particular in cases of water shortages and
    accidents

  • District Authorities (77/0) execute presently the
    powers of the water authority.
  • Authorised municipal authorities (377/209)
  • Main responsibilities
  • permits for withdrawal and other use of surface
    water or groundwater for the need of individual
    citizens (households), except for the discharge
    of waste water into surface water or groundwater
  • permits for the construction of individual
    housing buildings in flood plain areas when these
    activities do not affect the runoff regime
  • Numbers in brackets (current no. of authorities /
    no. of authorities after completion of
    administrative reform at the end of 2002)

The CEI has been created in 1991 for the
enforcement of environmental legislation. One
Head office at a national level and 10 Regional
Inspectorates at the regional level Main
