3Background
- On January 16, 1999 the State Board of Education
adopted the Rules and Regulations known as
Chapter 4 that defines expectations for children
in public and charter schools of PA.
4Chapter 4
- Chapter 4 contains academic standards that
identify the knowledge and skills students should
learn in content areas by designated grade levels.
5Rationale for Standards
- These standards provide the rigor of world class
standards, are measurable, and provide clarity
about what is expected for all students.
6The Strategic Plan Must...
- Be a six-year plan.
- Show in detail how the standards are incorporated
into the curriculum. - Involve community members that reflect the
communitys diversity.

- 2. A listing of educational and organizational
goals as they relate to student achievement and
high school graduation requirements.

(consistent with Chapter 4, section 4.12).

- 4. The planned instruction to be offered, the
instructional and assessment practices to be used
to strive for the academic goals and attain
academic standards, and the high school
graduation requirements set forth in Chapter 4
(section 4.24).

degree to which students are achieving academic
standards.

- Beginning in the 2002-2003 school year, students
must demonstrate proficiency in reading, writing,
and mathematics on either the state assessments
given in grade 11 or 12 OR local assessment
aligned with academic standards and state
assessments at the proficient level or better in
order to graduate.

- LEAs must include their Act 178 professional
development plan in their strategic plan. - Act 178 Continuing Professional Development
requires all school districts, IUs, and AVTSs to
have a state-approved two-year plan for
continuing professional development.

- 1. The purpose of the plan and its relationship
to the LEAs academic standards must be described.

- 2. The plan must be based on an assessment of
needs. - 3. The plan must comply with the law and
regulations.

- The people who developed the plan and how they
were selected must be described. (Teachers must
have been selected by teachers and administrators
by administrators.)

development needs of the school and its
professional employees are to be met.

providing professional development opportunities - Graduate level coursework
- Professionally-related Masters degree

- Supervised classroom observation of other
professional employees - Attendance at professional conferences

- Records of participation must be maintained for
professionals who received their initial PA
certification on or after June 1, 1987.

- The plans approval statement must be validated
by the strategic planning committee and the
school board.

- Planning for professional development must be
ongoing and include evaluation and refinement of
the program.

- Chapter 4 requires that LEAs include their

Development requires that LEAs submit a plan for
the induction of new teachers into the teaching
profession.

- An indication that the plan complies with the law
and/or regulations.

- All first year teachers must participate in the
program. - There must be a mentor relationship between the
first year teacher and the induction team.

- The program must include a study of the Code of
Professional Practice and Conduct for Educators. - Records of participation must be maintained.

ongoing and includes evaluation and refinement of

48Submission Procedures
- Chapter 4 states that strategic plans will be
filed with PDE and reviewed for revision at the
mid- point according to the implementation
schedule developed by the Department.

- Strategic plans are to be filed with PDE as
follows - Phase I Schools September 30, 2000
- Phase II Schools September 30, 2001
- Phase III Schools September 30, 2002

- Special Notes
- Prior to board approval, the strategic plan and
its revisions must be made available for public
inspection in the LEAs offices or nearest public
library until the next regularly scheduled board
meeting or a minimum of 28 days, whichever comes
first.

- The strategic plan must be filed with PDE after
it is recommended by the superintendent and
approved by the board of directors. - If the board alters the plan, it must consult
with the strategic planning committee to reach
the greatest possible consensus before submitting
it to PDE and include any minority report that is
developed.

- Mid-point reviews are required under Chapter 4.
- If a review results in changes and/or amendments
to the strategic plan, they must be forwarded to
PDE. - If no changes are made, it is not necessary to
submit a report to PDE.
55Strategic Plan Development Recommendations
- Schools should plan for equitable representation
on the various planning committees that will be
developing the strategic plan.
56Strategic Plan Development Recommendations
- Schools should develop a clear statement
specifying the community committees as advisory
in nature and how input will be used.
57Strategic Plan Development Recommendations
- Schools should prepare a description of the
committees, their specific functions, and the
time commitment of each committee in the planning
process (e.g., the purpose of the steering
committee vs. action teams).

- Committee governance should be delineated (e.g.,
consensus vs. voting decision making reporting
procedures).

- Strategic planning progress reports should be
presented at each school board meeting.

- PDE strongly recommends that annual progress
reports on the implementation of the strategic
plan be presented to the community.
61Strategic Plan Development Recommendations
- Upon official adoption of the strategic plan, a
descriptive public information document
containing the essentials of the plan should be
prepared for the community.
62Strategic Plan Development Recommendations
- Upon completion of the implementation of the
six-year plan, PDE recommends that a summative
report be prepared for the steering committee,
community, and school board.

- Charter schools should coordinate the development
of their strategic plan with their school
district.
