    slave states
  • Illinois is admitted as a free state making it 11
    to 10 in favor of free states
  • Alabama then gains admission as a slave state
    restoring the balance 11 to 11
  • Missouri seeks admission as a slave state
  • NY Congressman Tallmadge free slaves
