Some facts District Sagene
  • 13,7 increase in population the last 10 years.
  • 1996 26 249
  • 2006 30 414
  • Between 4000 og 5000 new housing developments
    will lead to an estimated increase of the
    population between 8000 10000 within the next
    few years.
  • Highest population density in Oslo in 2005, about
    9,6 persons pr. decare (square 1000 meters)
  • No increase in park and recreational areas the
    last 10 years. In 1994 there was 44 persons pr.
    decare recreational areas. The coming 5-10 years
    it is expected 70 persons pr. decar due to
    housing development.

  • Representative democracy,- with major
    responsibility for welfare production and local
    development.

  • A model under pressure? wish for increased
    partipation and recruitment to political
    processes.

A politically (locally) supported and desired
development
  • The district council has been involved and
    supported the new initiatives and development
    projects
  • The council wanted to win experiences with the
    development of its own role in relationship with
    new democratic processes. Keep ones hands off.
  • A wish from the local politicians to get help and
    initiatives from the citizens, to change the
    development of our local community.

  • Arrange for long term democratic and local
    involvement.
  • Give the local initiative economical framework
    conditions and administrative resources, so they
    can function as a participant and supplier of
    premises to complex, cross-sectortal and
    time-consuming changes and development processes.

Three forms for support and cooperation with the
volunteer agencies
  • Membership based agency
  • Strengthen local participation and activity
  • Basic funding. Allotted due to criteria
    concerning objectives and agency size. Ex. a
    fixed allottment to a youth sportsorganisation.
  • Idealistic agency
  • A desire for diversity and expansion within a
    certain service
  • Ideal organisations are encouraged to assist
    public objectives or to create actiivity within
    areas in which only the volunteers are active.
  • Non-commercial welfare production
  • Civil society can contribute a more economical,
    better and more flexible service than many public
    services.
  • Outsourcing to the ideal organizations
  • Nursing homes, activity centers, community
    centers,etc.

Local identity building and method testing
  • Give power to local development processes to
    strengthened citizen satisfaction and positive
    local identity.
  • It works ! We want and we can ! Concrete
    experiences that change is possible.

    other sectors and common solutions in the

Holistic efforts for child and youth welfare
  • Cooperation between Child and youth advisory
    council and Committee for sports activities.
  • Broad based use of the recreational fields and
    facilities, Voldsløkka and Bjølsenhall.
  • Citywide Plan for Urban Development of sports and
    recreation
  • Social integration efforts within the
    neighborhood sports clubs.

Strengthened framework conditions is a vital
factor for further developing of local communities
  • Predictability and long-term commitment in the
    cooperation with the district
  • Access to local meeting places, arenas and public
    hall/offices, and predictability in the use of
    these.
  • Coordination and interconnection of activities
    for children and different visiting services.
  • Activity calendar.

Local change and challenges sustainable
development demands interdisiplinary
understanding and efforts.
  • There are economic ristrictions for local
    interdisiplinary efforts.
  • A need for long term perspectives for change.
  • Improved competancy and increased knowledge about
    methods and techniques are necessary for good,
    lasting change.

Two important conditions
  • Strengthen the work with interdisiplinary
    policies within the national adminstration a
    thought for Norways new Minister for Government
    Administration and Reform?
  • Resources at the local municipal level/ county to
    supprt local initiatives and their struggle /
    work within a very sectorized reality - partly
    in order to succeed with own initiatives and
    partly as an agent to influence public sector and
    sustainable development.

  • We need
  • Longterm national and local strategy in order to
    realize change
  • Concurring national and municiple resources
  • Distribution av resources at the local level, for
    eksampel Volunteer centers
  • Open policies for how to deal with conflicts of
    interest and methods to work for sustainable
    development.
  • Stimulate for a diversity of volunteer agencies.
