Introduction
  • Within the framework of CEIS the Ministry of
    Environment (MoE) of the Czech Republic
    (http//portal.env.cz )
  • collects primary data through monitoring,
    statistical research and recording
  • ensures proper fulfilling of the environmental
    information management and reporting obligations.
  • Reporting (providing information to the EC on a
    regular basis) is defined as
  • the preparation of reports on the implementation
    of certain directives and a regular submission of
    these reports to the EC or to EEA using EIONET.

Currently...
Easy reporting from CEIS into Reportnet not
possible due to different attributing, technology
and methodology. MoE needs an extensible Central
output Data Model (CDM). The CDM was developed
for mandatory international environmental
information management and reporting using CEIS
data of the CEIS (Hrebícek, J. et al, 2004.
Project VaV 250-3-30. Analysis and Design of
Environmental Data Models and External EIS
Interfaces Compatible with the EU (in Czech).
Masaryk University, Brno, Czech Republic). Our
CDM reflects the MDIAR information pyramid in the
CR.

National environmental information management and
reporting
  • Responsible authorities for the standardization
    process of national environmental information
    management and reporting
  • the government of the Czech Republic
  • the Czech Institute for Standardization
  • the MoE and its environmental research
    institutes
  • the Czech Statistical Office and
  • the Ministry of Informatics of the Czech Republic
    (MoI) since 2003.
  • For identified potential environmental
    information objects, there are produced by them
    and recorded descriptions of these objects, e.g.
    they such as chose names, describe their usage,
    metadata, attributes, relationships, etc. are
    described in a specified standardization process.

Czech Environmental Information Agency
CENIA is to ensure the practical and detailed
implementation of the EU (and other)
environmental legislation, including the
centralized gathering, control and validation of
all environmental Acts. It will also guarantee
ensure furthermore the exchange of environmental
data between national and regional government
levels of government, the reporting in accordance
with EU Directives, and the compliance checking
against the EU and other legislative requirements
of the EU (and other) legislation. It will also
be responsible for executing national
environmental information management and
reporting, preparing policy analyses,
disseminating public information and holding
stakeholder consultations. Finally, the agency
should also integrate environmental reporting,
including sustainable development indicators.

  • MoE funds a RD project aimed to
  • analysis of the reporting obligations and
    processes
  • implementation of an IS for reporting
    obligations
  • identifying significant data sources
  • develop Central output Data Model.

Further Roles of CDM
  • RD project (Hrebícek et al 2003, 2004),
    (Hrebícek, Pitner, Rácek 2004) of the MoE has
    more straightforward goals then the CENIA, which
    is response for
  • strategic planning
  • information support for public administration
  • providing information for general public
  • cooperation with business sphere
  • international reporting.
