  action yet

• Staff has been receptive to our input

• Chair, Senate Rural Education Caucus

HEA Reauthorization - House

• Moving quickly title by title, issue by issue
  as separate bills
• One down (Title II, teacher quality), at least
  five to go
• Coalition will monitor opportunities in House,
  but focus on the Senate

First Legislative Wins

• House Title II markup (June)
• Addition of public telecommunications entities
  as eligible grant partners under PT3
• Same language added under Teacher Quality
  Enhancement Grant partnership program
• Opens up new IHE-PTV grant partnership
  opportunities
• If and when enacted, the APTS Grant Center will
  follow through to assist stations and IHE
  partners
• Preparing Teachers for Tomorrows Technology

Public Television- Moving to Digital

• 185 Stations broadcasting in digital
• 77 of US TV HH's are in markets served by
  digital public television stations.
• 771 million raised from state and local sources
  229 million from federal
• Needs shifting from transmission to production
  and DAM, including NGIS
• As of September 24, 2003

• Stations support hard date, if we secure full
  digital carriage on cable, DBS
• Saves 35 million/year electricity cost
• Expands coalition opportunities
• Public safety community, wireless industry
• Provides leverage for spectrum auction
