- Competence Oulu 400 is a program, which aim is to
fulfil city's 400 anniversary gift to citizens of
Oulu - 3-year program, 2005-2007
- estimated investment by the city is 2,4 million
euros - recourses estimate 20 persons working fulltime

- Open and free internet access to everyone living
or visiting Oulu - Increasing the number of computers and mobile
devices for public use - Improving the IT skills of the citizens
- Creating portal for city's web based services
- A competition for the new mobile applications
- Creation of the Wireless Innovation Centre with
an European consortium

- wireless internet is an additional service
- APs to be located in places where people might
need internet connection, when they are not
connected at work or at home by wired broadband
connection - outdoor and indoor coverage in selected areas
- city will not be covered fully and thoroughly
- city centre, market place, sport centres
- public offices and service centres libraries,
local democracy houses, youth and cultural
centres, health and social centres - panOULU-solution provided by operators
- panOULU is a registered trademark
5Citizens internet terminals
- aim is to increase the number of public internet
terminals - use is free of charge
- at the moment 160 terminals owned by the city
located in libraries and municipal service
centres - estimated increase of terminals double
- standard terminals and some portable devices
- laptops, portable internet browsers etc.

other service centres, senior service centres,
municipal offices

- the need of IT skills in the new modern society
and daily life - - on-going process services go to the
Internet - e-inclusion
- free, open and equal access to the information
and knowledge flows - coaching on IT skills includes
- training lessons
- guidance services (person-to-person, groups)
- general presentations and information
- helpdesk services by phone and e-mail
- summer helpdesk on the market place
- interactive campaigns in downtown and market
place arranged together with the business

- To work as the single point of access to local
government services and information. - To design Portal around citizen's needs rather
than agency structures. - To allow the citizens to access and deal with
interactive and transactional city services that
are not only information services but complete
procedures. - To adapt technology to average peoples everyday
life. - To create reusable software components and
services.
