- Developed in response to the FY 2002 Presidents
Management Agenda and the Federal Financial
Assistance Management Improvement Act (PL
106-107) - Is one of 24 Federal cross-agency E-Government
initiatives aimed to improve access to services
via the Internet - Is a cross-agency initiative spanning 900 grant
programs from the 26 grant-making agencies, and
over 350 billion in annual awards - Managed by the Department of Health and Human
Services, the largest provider of Federal grants

- 11 Partner Agencies HHS, DOD, ED, HUD, DOJ,
DOT, USDA, DOC, DOL, DHS, and NSF - Is designed to be a simple, unified storefront
for all customers of Federal grants to
electronically find Grant Opportunities or apply
for Grants - 2 main features
- FIND A unified way to Find grant opportunities
a single place to search all competitive grant
opportunities. OMB policy required agencies to
post opportunities starting Nov. 7, 2003 - APPLY A unified way to electronically submit
grant applications. Implemented in October 2003

- Grants.gov plans to provide a single source to
find Federal government-wide competitive grant
opportunities, helping the grant community learn
about available opportunities in a standardized
manner, saving time and money - Grants.gov aims to provide a secure and reliable
source to apply for Federal grants, simplifying
the grant application process, reducing paperwork
and avoiding the need to learn multiple agency or
program-specific application processes/systems

17Becoming an AOR
- Authorized Organization Representatives (AORs)
are OSU Research Administrators who - Plan to submit grant applications on behalf of
OSU PIs and research projects - Have the authority to sign grant applications and
the required certifications and/or assurances
that are necessary to fulfill the requirements of
the application process - Note that all Grants.gov proposals must be routed
before electronic submission following OSU
routing procedures.

- STEP 1 Register with the Grants.gov Credential
Provider (you will need to know the appropriate
DUNS numberdifferent for branch campuses)

name and password from the Credential Provider

of Contact, Kay Ellis (kay.ellis_at_okstate.edu),
letting her know you have completed the
Grants.gov registration process. She will
approve you within the Grant.gov system.

22Using the Apply Feature Steps
- Download selected application package
- Complete the application package offline
- AOR submits the application package to Grants.gov
- Grants.gov tracking number assigned via e-mail
- Grants.gov notifies applicant via e-mail when the
application has been validated and downloaded by
the agency

If further changes are made, documents must be

- Grants.gov recommends you print this Confirmation
screen - You will receive an application submission
confirmation e-mail after the application has
been properly uploaded - This e-mail will give you a Grants.gov tracking
number which you will need to check the
applications status - Make sure you also obtain the agencys individual
tracking number (not e-mailed to you, but
necessary in communicating with the individual
agencies)
37Troubleshooting
- It is vital to begin trying to submit application
via Grants.gov at least three to four business
days prior to the agency deadline to avoid
technical problems - Members of the OSU Grants.gov committee are
available to assist OSU Research Administrators
in the submissions process. For help, contact
Grants.gov committee chairperson, Tim Schlais at
tim.schlais_at_okstate.edu.
