Programme objectives, priorities and activities
  • There is need to clarify the strategy especially
    on the initial coverage page 53.
  • It should be modified to include other
    sub-regions Karamoja, West Nile and Teso
  • PRDP should make priorities in Karamoja as it
    never received the DFID assistance.
  • Qualify bullet 2 on key indicators to reflect
    service delivery at both community and facilkity
    level

Recommendations for effective implementation
  • Prioritise capacity building of Health workers
    with emphasis on in-service training.
  • Re-activate and strengthen the normal
    coordination structures in the districts. E.g.
    the district health teams
  • PRDP should finance such structures for effective
    functionality

  • District planning strategies must emphasise to
    capture all resources flowing into the districts.
    To know how much of what resources are coming in
    from where and what they do in which part of the
    district. This helps on avoiding duplication

    work
  • There is need to harmonise the health procurement
    system at both national and local (district) level

    entire PRDP cycle, from planning, implementation,
    monitoring and evaluation.

Suitability of ME Matrices
  • The access indicator should be qualified to refer
    to geographical access. (The age of population
    within 5km of reach)
  • Add another indicator to capture tracer drugs
    availability without stock outs.
