6Traffic shift from General roads to Expressways
Fatal accident rate of access controlled highways
is 1/3 of other roads. But interchanges are
located at10-20km distance. For convenient
access to highways, ETC gates are installed in SA
or PA.

- Collection and storage of accident data (ITARDA)
- Line the black spots by number of Fatal accident
rate and select Main accident black spots
which are high risk spots. - Main accident black spots are focused on and
countermeasures are provided.

useful. - Japans ODA can help developing countries on road
safety.
13Accident data collection
- In 1992, the Institute for Traffic Accident
Research and Data Analysis (ITARDA) was
established. - ITARDA has created an integrated database using
the prescribed key data.
14Smart Way 2007
- SMARTWAY 2007, which will make state-of-art ITS
services a reality, will be deployed from October
15 to 17, 2007, on the Metropolitan Expressway.

on a full scale throughout Japan from 2008 to
make the nation's roads the safest in the world.
