  • HQCC conducts analysis at Mid Course Review to
    ensure success at all schools

  • Programs still recruit
  • Programs sell themselves
  • PMS conducts interviews
  • PMS decides board votes
  • PMS maintains veto authority based on applicant

Hybrid Scholarship SelectionProcess - Outline
  • HQCC determines school scholarship allocations 18

  • BN recruits Prospect SAL and directs to online
    application
  • Prospect applies on Line Feb (Jr Year) Jan (Sr
    Year), Interviewee list established, on the CCIMS
    PMSs review Page
  • This page only displays those students
    indicating interest in attending that school
  • Prospect interviews with local ROTC program Jun
    (after Jr Year) Mar (Sr Year)
  • HQCC screens for qualification and schedules
    DODMERB
  • Ensures Academic validation
  • Ensures all Board required documents are received
  • HQCC conducts up to 7 scholarship boards Sep (Sr
    Year) Apr (Sr Year)
  • HQCC (PMS board) determines scholarship winners
    and informs PMSs thru CCIMS
  • PMSs review/approve winners, using school
    entrance eligibility
  • HQCC mails letters to scholarship winners with 5
    school choices
  • Prospect receives offer letter and accepts
    scholarship offer to 1 of 5 school choices
    (within 30 days)
  • Prospect has until 1 May to confirm or change
    school they accepted
  • Can adjuticate with student one on one if they
    fail to gain admission to their school choice

Hybrid High School Scholarship Process
  • Scholarship Allocation Process does not change
  • Brigades give each school allocations based on
    commission mission
  • 20 of allocations reserved for one time
    on-campus offers
  • HQCC offers 2 scholarships per available
    allocation
  • Offers continue until allocations are filled
  • Allocation fill is based on accepts/declines
  • No School will be provided more scholarships than
    they need to meet mission
  • PMS awards on-campus allocations after National
    Scholarship Application Closes (10 Jan)
  • Primarily for incompletes, non-applicants and
    non-selects after the last board
  • Used for prospects still in consideration if they
    are admitted to the school making the offer
  • Unused funds roll over
  • Mid-Course Review to ensure all schools remain
    viable
  • This review will take into account how many
    offers have been made and the feasibility of each
    school being successful out of the National
    Program.

Items in Red designate the protections built into
the System to ensure no school Is disadvantaged

  • The Board WPS is used to draw the cut line for
    the number of
  • scholarships to be offered
  • Number of Scholarships to be Offered is based on
    a percentage of the
  • applicant base

  • Quality of 159Rs must be improved
  • Some programs using cookie cutter method
  • Terse, generic comments dont paint picture
  • Allow board members to see through your eyes
  • PMS in the process. If not interviewing must at
    least review the 159s have a trusted agent
  • Confirm ht/wt during the in-person interview
  • Comment on odd behavior or questions
  • Should answer the question, Does this student
    demonstrate the propensity to serve?

  • Coach your prospects through the process
  • Completed DoDMERB remedials?
  • Is the application incomplete?
  • Review the personal statement . Is the prospect
    adequately and /or accurately selling
    themselves?
  • What are their reasons for the scholarship?
    Should never focus only on the money.
  • JROTC applicants must do something other than
    JROTC activities in HS (many major in JROTC).
  • APFT and/or PFT only becomes critical when there
    are no sports indicated (or potential ht/wt
    issues).

  • Remember that the Board consists of your peers
  • They are looking for the same things take the
    time to cast a critical eye at every potential
    Cadet
  • The process consists of an online file review
    each board member only has 5 minutes or less to
    review a file
  • The 159R is the PMSs vote and it should
    confirm/deny what the board sees in the online
    application any discrepancies hurt their chances
