    and Grants is a combination of smaller
    departments working in unison to support the
    educational efforts of the Rockford Public
    Schools through grant development and management,
    research, evaluation, and student assessment.

Testing Responsibilities
  • Submission of Orders for Materials
  • The process for the current school year begins in
    November with ACCESS and PSAE and continues
    through mid-February with IAA.
  • Preliminary orders for the following school
    years fall testing (PSAT, EXPLORE, and PLAN) are
    compiled and submitted in late spring of the
    previous school year.

  • Identification of Students to be Tested
  • In addition to the general education population,
    the following groups of students must be
    identified and either tagged in the AS400 or have
    individual testing plans arranged.
  • Students taking ACCESS
  • Students taking IMAGE
  • Tuition students
  • Students in alternative placements

  • Fresh Start
  • Students requiring specialized test formats
  • Charge back students
  • Students who will have 11th grade credits at the
    time of testing
  • Students who were enrolled prior to May 1st

  • Pre-ID Files
  • Beginning this year, these will be generated
    automatically from SIS (Student Information
    System). We must verify all demographic
    information prior to this process which generally
    occurs in January or February.
  • Post-testing Activities
  • All testing materials are checked and sorted at
    Distribution and shipping is arranged. This
    process begins with ACCESS and IAA in February
    and will continue this year through mid-May. The
    first requests for verification of demographic
    information on State testing generally arrive in
    April.

  • Distribution of Test Results
  • When ISAT results arrive, they must be sorted
    according to each students current placement.
    This involves hand sorting of 26,000 student
    reports.
  • All other results are sorted by school before
    being shipped to from Distribution.

Disadvantaged
  • To ensure that all students have a fair and
    equal, and significant opportunity to obtain a
    high-quality education and reach, at a minimum,
    proficiency on challenging State academic
    achievement standards and State academic
    assessments.

Limited English Proficient Students (LIPLEPS)
  • The purpose of the LIPLEPS program is to
  • Develop and implement new language instruction
    educational programs and academic content
    instruction programs for such children in early
    childhood education, elementary school and
    secondary school programs.
  • Carry out highly focused innovative, locally
    designed activities to expand or enhance existing
    language instruction educational programs for
    such children.
  • Implement school-wide programs for restructuring,
    reforming, and upgrading relevant programs
    relating to language instruction educational

  • The purpose of the IEP program is to

Nonpublic School Participation(NCLB Federal
Programs)
  • May elect to receive entitlement funding from RPS
    through NCLB Federal Programs (entitlements).
  • RPS provides fiscal management and oversight of
    nonpublic schools receiving entitlement funding.
  • All allocations and expenditures of these funds
    are initiated through RPS departments/staff
    (PREQs, POs, Invoice payments, Receiving, etc.)
  • 26 nonpublic schools within RPS 205 boundaries
    18 schools currently participate in entitlement
    funding program.
