1The Air Traffic Services Voice Communications
Network
- Services that Isdefe can provide
- Isdefe is highly familiar with the current status
of the Air Traffic Services (ATS) voice
communications network through our active
participation in its implementation. Isdefe is
fully qualified to work in the evolution of this
network, participating actively in international
standardization groups, leading them when
necessary, to work in the following areas - I. Definition and standardization (at the ECMA
level, if appropriate) of the Instantaneous
Access signalling protocol between Voice
Communications Systems (VCSs) and the air/ground
voice communications signalling protocol between
Voice Communications Systems (VCSs) and radio
sites. - II. Specification and monitoring of projects
including field trials contracted to industry, to
enable a determination of the suitability of the
signalling, equipment and interfaces that have
been defined. - III. Specification and monitoring of the contract
for an ATS-QSIG test tool for use by technical
maintenance personnel at control centers and
towers, for the implementation and subsequent
maintenance of the digital ATS voice network. - IV. Conduct of training courses for
- ATS-R2 and ATS-N5 signalling systems.
- ATS-QSIG signalling systems (basic and
supplementary services). - ATS-QSIG/ATS-R2/ATS-N5 gateways.
- ATS voice communications network .
- V. Study to integrate voice communications data
into the network (REDAN) operated by Aena, the
Spanish aeronautical service provider.
- Why are we able to provide these services?
- The Current Situation
- The Spanish ATS voice communications network is
made up of - VCSs in Aena's control centers and towers.
- Communication links linking these systems to each
other and to radio voice communications sites.
2- VCSs at control centers enable the establishment
of both ground/ground (between controllers) and
air/ground (between controllers and pilots) voice
communications through radio sites. In addition,
they act as nodal exchanges, performing call
rerouting functions within the network. - The links, leased from the Spanish national
telephone company, are dedicated and support
Instantaneous Access (IA) communications, Direct
Access (DA) communications and Indirect Access
(IDA) communications, as well as communications
through radio sites. - IA communications are supported by end-to-end
links between VCSs, using an analogue signalling
protocol specifically designed by Aena. DA and
IDA communications are supported by - End-to-end lines between VCSs with signalling of
the local-battery type. - Switched lines between VCSs with in-band analogue
signalling system ATS-R2 (as specified by
Eurocontrol). - As an alternative, conventional telephony through
the Public Switched Network. - Finally, air/ground communications are supported
by end-to-end analogue lines linking the VCSs and
radio sites. These communications use a
signalling protocol specifically designed by
Aena. - Evolution
- The evolution of the ATS voice network is aimed
at, on the one hand, full implementation of
digital switched lines and, on the other hand and
in parallel, implementation of standard digital
signalling (ATS-QSIG) for such lines.
Necessary Actions in the Short and Medium Terms

The network will evolve in the following
way I. In general, interfaces with digital
lines using ATS-QSIG (ECMA-312) signalling will
be incorporated into VCSs. Call routing functions
will be perfected. ISDN communications will be
gradually incorporated as an alternative
communication medium through the Public Switched
Network.

3- II. For IA communications Replacement of current
end-to-end analogue lines by digital switched
lines, incorporating the Instantaneous Access
signalling protocol (an international standard
which is being defined). - III. For DA and IDA communications Replacement
of local-battery and analogue lines with ATS-R2
signalling by switched digital lines
incorporating the ATS-QSIG signalling protocol. - IV. For air/ground communications definition of
a communications protocol between VCSs and radio
sites (as an international standard),
incorporation of digital interfaces, replacement
of current analogue lines by digital lines
incorporating the signalling protocol that may be
defined. - V. Procurement of test equipment to enable the
described evolution of the ATS voice
communications network to take place.
Isdefe's Experience in the Field At the present
time, Isdefe is actively involved in the
following activities I. Specification of
requirements that must be met by VCSs as part of
the evolution. II. Definition of rules for
routing calls within the ATS voice communications
network.
III. Monitoring of current projects contracted to
industry involving the evolution of the ATS voice
communications network. As part of
customer-oriented engineering techniques in this
regards Isdefe has conducted design reviews,
auditing the degree of compliance with
international standards, and both factory and
on-site tests. IV. Formal definition of the
digital signalling protocol for the Instantaneous
Access Service and presentation to
Eurocontrol. V. Preparation and conduct of
seminars on analogue and digital
signalling. VI. Specification of test equipment
for different types of signalling. VII. Generatio
n of statistical line maintenance reports.
