1Policy statement
- For innovation to become widespread in schools
in Catalunya, we need to create a culture of
innovation within schools. For this to happen a
number of factors will need to come
together.This policy focuses specifically on a
whole school approach which will need to be in
place to allow that culture to flourish. - It further assumes that ICT will be the main
driver to deliver innovation.
2Whole school approach
- This policy focuses on the following areas
- - Technical infrastructure
- - Human resources
- - Administration

3Technical infrastructure
- We recognise that to be confident in the use of
ICT and to be able to innovate, a basic, reliable
technical infrastructure needs to be in place - Generalitat will guarantee equity among schools
in Catalunya by providing a basic level of
technology infrastructure and service / support.
- In recognition of the increasing complexity of
networks in schools, Generalitat will facilitate
dedicated professional technical support.
4Human resources
- In order to create a culture of innovation,
there are a number of key actors. - Whole school innovation cannot take place
without strong leaders. - We propose a programme of training in the
strategic leadership of ICT. - Evidence shows that this has a significant
impact on innovation with a small financial
investment. There are existing models in the rest
of Europe.

5Human resources
- In order to create a culture of innovation,
teachers showing best practice should receive
recognition or reward for their work, the
Generalitat will develop an evaluation scheme or
programme for innovative teaching practice.

- The provision of dedicated professional
technical support will allow ICT coordinators to
focus on pedagogy. - The Generalitat needs to discourage the dual
role for ICT coordinators who currently provide
both technical as well as pedagogical support.

7Administration
- The autonomy of schools will require new and
innovative models of management which enable
school leaders to make their own decisions based
on data analysis. - Generalitat should provide guidance, materials
and training for school leaders on information
and knowledge management as well as providing
access to relevant external data.

8Administration
- We need key indicators to assess what is
happening now, to predict what is likely to
happen in the future and to enable us to make
interventions where necessary. - Generalitat needs to define a common set of key
indicators for this to make this a reality.
