2What is ORPIN?
- The Oregon Procurement Information Network
replaced the States electronic Vendor
Information Program (VIP) in November 2004. - ORPIN is a browser-based internet platform to
access state and local government public bidding
opportunities. - Customized, expandable off the shelf system,
for potential future enhancements
3Why Change?
- Need for a one-stop network to access public
bidding opportunities and information. - Need for a user-friendly and convenient network
to - Register customized supplier information
- View and retrieve solicitation opportunities
- Review state contracts and price agreements
- The previous VIP system did not support current
technology.
4Goal
- Provide suppliers and agency customers with a
technologically advanced e-procurement network
to - Track and print procurement solicitations and
bidding opportunity information. - Retrieve bid documents and historical info
- Search/retrieve contracts and price agreements
- Opportunity for potential expansion for end to
end procurement solution
5Development Process
- The State involved representatives from the state
and local government agencies, and the Oregon
supplier community. - Focus group meetings to identify each customer
group needs. - Solicited input for design/development of a
system to meet those needs.
6What Does ORPIN do?
- Provides access to a one-stop location for
suppliers to state and local government public
bidding opportunities. - Offers easy, convenient and customized supplier
profile registration. - Offers electronic push notification of
bid/solicitations
This premium option will be provided at a
nominal annual cost.
7Network Security
- Suppliers individual profile information is
password protected. - ORPIN does not require a SS/FID when registering
on the Network. - An FID number or SS (sole proprietorship) will
be requested at the time of a contract award. - E-Bidding Electronic Signature Code is encrypted
and is only known to the Suppliers Primary
Contact.

10Supplier Browser Access
- No cost.
- Registration not required.
- View summary descriptions of bid opportunities,
including open/close dates. - Does not allow download of bid/solicitation
documents without registering. - Browse current state contract brief summary
information.
11Supplier Basic Subscription
- No cost
- Review bid complete open opportunity listings.
- Download open opportunities.
- Receive e-mail notice of all addenda issued for
open opportunities the supplier has downloaded or
expressed interest in. - Select Yes or No to continue receiving
information on open opportunities. - Browse closed solicitations for bid results,
intent to award/final tab sheets during protest
period. - Browse current contract summaries.
- Submit e-Bid when solicitation process allows.

all open opportunities for all commodity areas

29Setting Your User ID Password
- Supplier chooses own ORPIN log-in ID and
password. - User ID is unique to individual (minimum of six
characters.) - Password is minimum of seven characters, is case
sensitive, and must contain at least one number
(e.g., Linda6, Apple45, Diamond7, etc.)
30Electronic Bidding Feature When fully deployed,
ORPIN allows
- Public Agency to conduct all phases of a
procurement process. - from purchase request to contract award.
- Notice of which solicitations permit receipt of
e-bids or e-proposals. - Registered supplier to e-submit, amend, or
withdraw bids or proposals. - Secured lock box for all e-bid or e-proposal
submissions until bid closing.
31To Use E-Bidding, Supplier Must

- Select a Primary Contact to act as the Suppliers
authorized representative for bid or proposal
submissions. - Ensure that the Primary Contact registers the
Company in ORPIN. - Ensure Primary Contact has selected the
Electronic Bidding Option in ORPIN.

- Searchable commodity data base for easy
registration. - ORPIN uses the 7-digit National Institute of
Governmental Purchasing (NIGP) commodity codes. - Premium subscribers receive electronic
notification for bidding projects for every
commodity area that they have selected in their
company/business profile.
