Overall Objectives

• Address challenges of population growth, movement
  and agglomeration
• Address rapid and uncontrolled sprawl of human
  settlements MDG Target 11
• Address environmental degradation, pollution and
  conserve environmental resources
• Provide relevant and updated demographic data and
  indicators for planning, progress monitoring and
  policy decision making

Challenges and Constraints

• Transition of focal points at ECA resulted in a
  slow down of coordination and follow up
• UNEP did not integrate the population and
  urbanization into the Environment action plan as
  proposed, but human settlements integrated in
  work plan at Tripoli
• Difficulty in connecting with member agencies at
  country level during city profiling
• Sector driven as opposed to SWAPs as desired.

Challenges and Constraints

• Lack of clarity in reporting to OSAA, ECA, and
  others, to avoid double reporting and varying
  formats
• Lack of common funding to formulate new
  programmes therefore difficult to undertake joint
  ventures.business as usual
• Non-participation by RECs especially in the NEPAD
  Cities Programme
• High expectations of UN agencies by country
  partners

Improving the work of the Cluster

• Secure agency commitment. Copy reports to agency
  heads.
• Improve information and reporting between
  agencies - review of agency programmes ,
  integrate relevant parts into joint programme
  formulation
• Build cluster consciousness especially among RECs
  at every opportunity missions, reports, etc.
• Leadership and coordination by convener

• Use network of agency focal points in countries
• Insert NEPAD programmes into UN country team work

• Assist to bridge information gap between line
  ministries and national NEPAD focal points

• Circulate progress reports to other clusters as
  relevant
• Identify relevant components of other clusters
  and feed into activities
• NEPAD secretariat to respond to reports and
  provide guide on needs
• ECA to establish a managerial office to
  coordinate more and create room for exchange of
  inter cluster progress reports.

• Formulate mechanism of working with the
  Millennium project in 4 pilot countries
  Ethiopia, Kenya, Ghana and Senegal.
• Regular updates on evolving priorities of NEPAD,
  AU
• Clear guidance on implementation of Strategic
  Plan of AU.
