HPCSA Founded for public protection and
professional guidance
  • Statutory body established in terms of the Health
    Professions Act (Act No.56 of 1974)
  • HPCSA has 12 Professional Boards operating under
    its auspices
  • The Professional Boards control the professions
    within their ambit under the overarching
    coordination and guidance of the HPCSA
  • CPD mandatory in terms of Section 26 of the Act
    for all health care professionals registered with
    HPCSA

Philosophy of Continuing Professional Development
(CPD)
  • CPD was reconfigured
  • CPD directed at self-learning with clear
    identification of individualised needs
  • Performance Assessment System to identify
    weaknesses formulate interventions to remedy or
    strengthen possible weak areas of practice
    (Practice portfolios)
  • Ethical practice requires update of knowledge,
    skills and attitude for competent practice
  • Designed to improve overall patient care skills
  • Developing health care professionals by exposing
    them to approved activities
  • Life long learning
  • Programme rests on basis of trust.

Impact of new CPD Programme
  • Emphasis on accreditation of Service Providers
    instead of individual CPD activities
  • Hierarchy of learning activities
  • Three levels of activities non measuarable
    (Congresses), measurable (Journal articles with
    evaluation) and formally structured learning
    programmes (degree courses)
  • Individual activities (Level 1) as well as once
    off activities and non accredited activities
    attended abroad may be approved by accreditors
  • No complicated electronic system needed

Logistics
  • One CPD Committee comprising of one
    representative per Board to attend to policy
    matters for uniformity in implementation of CPD
  • Accumulation of 30 Continuing Educational Units
    (CEUs) per annum
  • CEUs valid for 24 months - then lapse
  • 30 CEUs per year thus 60 over 2 years to be
    maintained
  • No overall submission of certificates and CEUs to
    HPCSA on annual basis
  • Targets are realistically achievable
  • CEUs may be accrued from only one level or across
    all levels

  • Activities that do not qualify for CEUs, i.e.
    membership of professional associations or
    Board/Council staff or admin meetings time
    spent in planning or organising an activity
    supervision that is part of job description etc.
  • Practitioners to keep an Individual CPD activity
    record of all CPD activities attended (Form CPD
    1)

  • Deferment
  • Deferment usually not granted to practitioners
    practising profession overseas
  • Approved if not practising their profession in SA
    or abroad
  • Approved if retired and not practising
  • Practitioners who have been erased for more than
    a year need to submit proof of CEUs accrued
    before restoration will be effected
  • Non-clinical practice register for permanent
    exemptions with no CPD requirements for those on
    that register, e.g. pensioners, ill health.

  • Community service and internship / registrars
    exempted from CPD although may attend to CPD -
    CEUs accrued to their credit for 24 months
  • Essential to update contact details
  • Voluntary removal from register (Sec 19(1)(c)
    application before 31 March of year voluntary
    removal is requested for.
  • Restoration after erasure in terms of Sections
    19(1)(c) and (d), non payment of annual fee
  • Report to Professional Board concerned

Accreditors and Service Providers
  • All Professional Boards to approve and appoint
    external accreditors
  • Boards to approve and accredit Service providers
    or may delegate authority to approved Accreditors
  • Service Providers approved and accredited for one
    year
  • Service Providers to have Board specific
    identification numbers
  • Activities not accredited, but service providers

Compliance
  • Compliance with CPD requirements tested in terms
    of random audit of practitioners from all boards
  • Audit performed by CPD Department at HPCSA
  • Individual CPD Activity Record to be submitted
    within 21 days of selection in audit
  • Audit report compiled according to audit results
    and submitted to relevant Boards
  • Non compliance by practitioners addressed in
    cooperation with the Board
  • Supervised practice
  • Board examination
  • Collecting of at least 1 years CEUs

Time frames
  • Compulsory CPD accepted by most Professional
    Boards (Sec 26 of the Health Professions Act,
    1974 Act No.56 of 1974.)
  • Council approved CPD programme in April 2005.
  • All Boards to start with new programme by 1
    January 2007.
  • Non-compliance enforcement only kicks in from 31
    December 2008 thus after 2 years.
